The subject of possible asbestos exposure to employees working in buildings that have sprayed asbestos fireproofing on the structural steel members was

discussed. This problem is not unique to the telephone industry, as the sprayed asbestos fireproofing method was conmonly used during a fourteen year period. (Attachments) The question that is difficult to answer is whether or not the presence of asbestos on the steel structures above false ceilings actually produces a source of respirable airborne fibers. The presence of clumps or pieces of the insulating material on floors or ceiling tiles does not necessarily indicate that fibers are suspended in the air.

ASBESTOS EXPOSURE
Subsequent to the last meeting, several contacts have been made regarding the wording in the present OSBA Standard for asbestos, which requires annual medical examinations for employees escpoaed to any concentration of airborne fibers.
In addition to aecuring a legal opinion on the subject of occupational exposure, Messrs. May, Degen and Wilkening met with Mr. Vayne Brooks of Organisation Resources Counselors to discuss the concept of "any" aeasureable fiber concentration constituting on occupational exposure to asbestos. As a result of this discussion an additional meeting was scheduled for Mr. Brooks and Mr. Wllkening with the Caspliance Section at the Department of Labor to further explore the concept of any exposure. Various officials of the Compliance Section expressed their appreciation of the problam due to the wording uied in the asbestos standard, however, they felt the only course of notion was a request directly to Dr. Corn for an interpretation of hair the standard was to be applied. This request has been made (copy attached).
