Dear Ms. Hupp,
On behalf of Governor Asa Hutchinson, Governor of Arkansas and Chairman of the Southern States Energy Board, I am forwarding a letter the Governor sent to Administrator Pruitt inviting him to provide a keynote address during the Board's 57th Annual Meeting. The original letter was sent directly from the Governor's office last week. The event will be held at the Francis Marion hotel in Charleston, South Carolina, on September 24-26, 2017. Governor Hutchinson is requesting that Administrator Pruitt provide a keynote address on Monday morning, September 25, immediately following a gubernatorial panel focused on their perspectives on energy policy, cybersecurity, and infrastructure. Currently, this panel includes Governor Hutchinson and Governor Phil Bryant of Mississippi. Other southern governors are tentatively confirmed and will be announced soon. If the Administrator is unavailable on Monday morning, I am happy to work with you to accommodate his schedule.

Dear Mr. Pruitt:
I am writing to request that you present a Keynote Address at the 57th Annual Meeting of the Southern States Energy Board. This key regional event will be held at the Francis Marion Hotel in Charleston, South Carolina, on September 24-26, 2017.
As you may know, the Southern States Energy Board is an interstate compact organization created by southern governors and legislators from 16 southern states in i960. Members of the Board are governors and state legislators and a Presidential Appointee who serves as Federal Representative. The compact's mission is to enhance economic development and the quality of life in the South, through innovations in energy and environmental policies, programs and technologies.
Of great interest to me during my two-year term as Chairman of the Southern States Energy Board are federal environmental regulations that have stymied growth and economic development and confusion over the role of carbon dioxide as a beneficial commodity in energy exploration and myriad other industries. As Attorney General of Oklahoma, you were a vanguard in the belief that states can play a greater role in energy and environmental regulation. Among the successes of your litigation were the clean power plan, mercury and ozone pollution, the cross state air pollution rule, methane emissions and the waters of the U.S. Our southern states stood behind you on these issues, and we are interested in your perspectives on the future. Many southern states produce energy, and our natural resources are at the heart of our quality of life. If our nation is to continue as a global leader in energy resource and technology development, we must embrace the new technologies that are enhancing the extended use of our fossil fuels to supply reliable and affordable power to all Americans.
