DIEDERICH PITTSBURGH OFFICE - 29AB 03 FEBRUARY 1989 RE: ASBESTOS ISSUES AT NWA Northwest Alloys is not in violation of any federal, state or local regulations as they apply to asbestos use or demolition. Washington State DOE requires asbestos worker certification training for supervising the removal and disposal of asbestos bearing materials (< 1Z asbestos). NWA has been contracting this demolition service when needed although due to contractor availability and cost, plans are to train a couple Maintenance Department personnel to meet the State requirements. yjy, "W ta-ui vw-Vcwac. ftjcp& -Cor usrJitratC-W-d . SbXJLo Au^lu-'e. . Use of friable asbestos at NWA has been phased out. Non-asbestos substitutes have been specified and are being used. Hard asbestos bearing materials are used in some applications on plantsite. Asbestos substitutes are specified during replacement when possible. These areas include the cooling tower mist eliminators and decking, transite pipe used on underground water lines, insulating materials used on the ferrosilicon furnace and brake linings in vehicles. Alcoa's liability with regards to asbestos is low at NWA due to the fact that regulations were established about the time the Plant was constructed and the use of asbestos was minimized. IfU G. F.
