LCCC GROUNDWATER PROJECT MEETING DATE: July 9, 1986 LOCATION: Geraghty & Miller, Baton Rouge ATTENDEES: Tom Grumbles, Mike Hayes - Vista Jack Neeld, Ron Truelove, Gary Wojnowski - Conoco John Kinsella, Peter Lacko, Rama Ram, Ed Sale - G&M Summarized below are the major items of discussion and action steps from the July 9, meeting. 1. Jack Neeld began by reviewing that "plant wide", in context of the order, meant the five study areas from Phase II. Hopefully, the area east of west ditch would be "explained away", taken out of the study, ip the next phase of the assessment. A copy of the Spill History will be provided to G&M. 2. Jack Neeld described that Conoco's plan was to extract the needed elements for the work plan from the G&M document, "weave" them into the existing work plan document, and have Geraghty & Miller review and sign-off on the Conoco/Vista document submitted to the state. G&M agreed with this approach. There will be two work plan documents. One for state submittal, and a more detailed plan, with specific assignments etc., for in-house purposes. 3. The work plan document submitted by G&M on July 2, was reviewed in detail. Since the needed items and text will be extracted and put into the Conoco/Vista work plan the details on form, wording, etc., were not covered in detail. Items below were discussed in context of the G&M document. A. The Well Testing Program was discussed in detail. Specifically the proposed packer test was covered and an alternate method suggested by Mike Hayes. It was decided that G&M would proceed to estimate a packer test involving an inflatable packer type device, considering possible lower cost alternates. B. It was agreed the water pumped during the well testing program will go to to wastewater system. VVV OOOO C. No effort will be specifically described In the report for leak testing of 80 foot wells, this work is not presently a work plan item but will be evaluated further following the 200' well leak test. Page 2 D. The VCM Tank Farm Investigation will be segregated from the boring program. The Decision Tree analysis scheme does not apply to the Tank Farm Investigation. E. The reference to the source survey being an item for submittal on July 9 was incorrect. Based on the source survey, limited boring program along with water sampling should provide enough data to complete the tank farm assessment. F. Decision Tree Logic - The use of the proposed grid system was discussed. It was agreed by all that the system would be used by starting from known contaminated areas and moving outward, rather than using it over the whole study area. The Phase II results will be utilized to determine the location of borings based on two considerations. These are: 1. to fill data gaps between known areas of contamination 2. to determine where to commence borings for exploration of each hydrogeologic unit. A 400 foot spacing will be used initially. An attempt should be made to convince the state to use hydrogeologic units rather than the 30 foot concept for "clean boring" definition. This should be done in the planned August 21 meeting with the state. The revisions in the Decision Tree Logic reflecting the discussion will be made by Conoco with G&M input. G. It was agreed that an independent surveyor will be used for the necessary surveying in the soil boring program. G&M will contact a surveyor. H. The borings should be geophysically logged. The data will be useful. I. The two drilling methods presented by G&M (Rotary wash, hollow stem auger) were discussed. Both methods cost approximately the same. There can be logistical problems with the water supply for rotary wash, and getting the up-hole water to a treatment system. Rotary wash will be used in the Tank Farm area due to it's ability to drill a large hole size, allowing for hole to well conversion, and the ability to isolate contaminated areas as the drilling progresses. The Auger method does have the capability to get an undisturbed soil sample. YVV 00001533? Page 3 J. It was agreed that a location remote from the well head would be best for the soil analysis. Mike Hayes will check with the LCVCM lab to see if the lab head space analysis can be used for conformatory sampling of soil samples that are close to or below detectable limits. K. Since we do not know what depth the Mayo and Williams wells are screened at we should screen our boundary wells in the 10 and 25 foot sands, if the units exist at the property boundary. L. Stainless will be used on all wells. All wells should be above grade and water tight. Bail tests will be performed on all new wells. M. Mike Hayes will check with Paul Fetzer on the use of the LCVCM GC/MS for the analytical work needed during the pump test. There will be 12 samples. N. A sampling plan, including QA/QC and well mothball proposal, will be included in the work plan. Sampling will begin after the coring program is complete. No specific date will be offered in the work plan presented to the state for the sampling to begin. No specifics regarding free product sampling will be in the work plan, but will be performed in the field by Conoco and/or G&M. This is to be an emphasis in the tank farm and T-500 areas, O. A general statement regarding the planned approach for the 500 foot aquifer will be included in the work plan submitted to the state if action is necessary. P. Risk Assessment - No specific start date commitment will be added for the risk assessment portion. Some discussion occurred regarding the applicability of inhalation as a pathway of concern. Inhalation will be considered as a route of exposure in the initial phase. Q. The sampling protocol for the OVA/GC boring analysis was discussed. The specific jar top arrangement will be further reviewed by G&M. A split sample should be taken to assure confirmatory analysis can be run if necessary. If the LCVCM plant lab analyzes any boring samples EDC, TCE, VCM, and Benzene will be quantified. R. John Kinsella will check on the H^O/Bentonite ratio on past drilling to assure consistency for Phase III drilling. VVV 000015338 Page 4 S. Conoco, G&M and subcontractors will be trained by Steve Ashby on safety precautions in the LCVCM. The Safety and Health plan will be modified appropriately. T. G&M must get Vista approval, verified by probe, for each boring location. U. Office space will be provided by Vista for G&M and Conoco use. 4. Details for the Tank Farm borings to begin on the week of July 15 were discussed. In general, 4 initial boring sites on the periphery of the Tank Farm area were agreed to. 5. Conoco will revise the work plan document and route for review. 6. A "conceptual" time-line will be submitted to the state in the work plan document.
