The fuel at this Facility is sold to the public. There are two 12,000-gallon underground storage tanks (USTs), with 2 compartments per tank. The tanks are constructed with fiberglass-reinforced plastic (FRP). The tanks were installed in May 1996. The tank compartments are configured as Tank 1 (8,000 gallons, unleaded), Tank 2 (4,000 gallons, diesel), Tank 3 (8,000 gallons, premium), and Tank 4 (4,000 gallons, red dye diesel). Piping for the USTs is pressurized and constructed of FRP. Inspection Narrative On June 27, 2024, Evans conducted an UST inspection at One-Stop 3 in Hot Springs, Montana. The Facility was last inspected on June 21, 2023. On June 13, 2024, Evans spoke to Kumar, Facility Owner, to schedule the inspection. Evans requested that the facility's UST documents be readily available for review during the inspection (Attachment A). Evans arrived at the Facility at approximately 12:30 p.m. Mountain Daylight Time (MDT). Evans introduced himself and presented his EPA inspector credentials. Evans was greeted by Facility Employee, xplained that Facility Owner, Kumar, had to step away momentarily but would be joining us shortly. Evans filled out a Notice of Inspection (NOI) (Attachment B) and requested Ireland's signature. Evans explained that the NOI serves as documentation for the consent to conduct the inspection and that he would provide the Facility their copy of the NOI at the end of the inspection. The inspection began with a review of the Facility's UST records, followed by a 2030121 - Cornerstone Page 1 of 3 6/27/2024 UST Inspection physical inspection of the UST system. Evans took photographs of the UST system components during the inspection ( Attachment C). Kumar, Owner, assisted with the physical inspection. Tank Leak Detection Tank leak detection includes a newly installed Franklin EVO automatic tank gauge (ATG) system. The last seven months of leak detection records were provided (Attachment D). The new ATG was installed in August 2023, and records for tank leak detection are missing from around that period. All records provided displayed passing results for all four tanks. A passing annual ATG operability test, dated 03/20/24, was provided. Piping Leak Detection Automatic line leak detectors (LLDs) paired with an annual line tightness test are the methods utilized to satisfy the facility's piping leak detection requirements. The LLDs passed an annual functionality test on 03/20/24. A passing annual line tightness test, dated 03/20/24, was provided (Attachment D). Cathodic Protection Cathodic Protection (CP) is not required for this UST system. Periodic Testing/Inspection of Spill and Overfill Prevention Equipment Current documentation of the triennial spill bucket and overfill prevention equipment tests were not available onsite. Evans requested the documents from , EPA Region 8, and promptly received them during the inspection via email (Attachment D). The spill buckets were tested and passed on 04/06/23. The overfill prevention equipment was tested and passed on 05/25/23 (Attachment D Periodic O&M Walkthrough Inspections Documentation of the facility's monthly walkthrough inspections was available for the last 12 months (Attachment D). Mr. Kumar performed the annual walkthrough activities during the inspection while Evans observed and photographed the UST system. Mr. Kumar initialed and dated the Facility's 2024 walkthrough inspection form. Operator Training Certificates for both class A and B operator training were provided for Mr.Kumar (Attachment D). Both certificates were dated 07/13/23. The facility provided a class C training roster, but noted that it needs to be updated with current employees. 2030121 - Cornerstone Page 2 of 3 6/27/2024 UST Inspection Financial Responsibility The Facility provided documentation of enrollment in the state of Montana's Petro Fund as their financial responsibility (Attachment D). Physical Observations Evans viewed the spill buckets, fill ports, submersible turbine pumps, LLDs, automatic tank gauge sumps, and dispensers.
