Dear Harry: You are probably avare of the fact that some questions arose recently concerning the location of warning signs on gasoline dispensing pumps, and at the request of Coard Taylor I took this up with the Office of the Surgeon General of the United States Public Health Service . For the purpose of this discussion I conferred with Dr. Townsend, who called in a committee that has been acting broadly on matters having to do with the use of labels on hazardous materials distributed in interstate commerce. I discussed the matter in some detail with this group, and it was the concensus of our opinion that this was an appropriate time for making a redraft of the recommendations of the U.S.P.H.S. so as to bring them up to date. I, therefore, drafted these recommen dations at their request, to meet the present situation, submitted my draft to Coard and his associates for their critical examination, and then submitted the final draft to Dr. Townsend for the con sideration of his committee. This consideration has now been given and the resultant recommendations have been forwarded to me. over the signature of the Acting Surgeon General, for transmission to Mr. Webb. It was believed by Dr. Townsend that this was the best means of bringing the matter officially to the attention of Ethyl Corporation. I have just been talking with Machle who has informed me that Mr. Webb is out of the office and will be for a time. Therefore, it has seemed desirable to forward this to you. Accordingly you will find enclosed the letter addressed to Mr. Webb and a copy of Dr. Townsend*s letter addressed to me along with the letter to Mr. Webb. I also enclose a copy of my reply to Dr. Townsend's letter of July 1. I do not anticipate that there is any need for any further action on the part of either yourself or Mr. Webb, beyond that of a reply to L. B. Thompson, Acting Surgeon General, which can be done at any convenient time.
