PURPOSE The purpose of this bulletin is to establish a procedure for dispensing and storage of flammable and combustible liquids. II. SCOPE This bulletin covers the responsibility and an acceptable method for storage and dispensing of flammable and combustible liquids. Flammable liquids have flash points below 100F, combustible liquids have flash points above 100F. See paragraph IV, B. for details. III. POLICY AND RESPONSIBILITY All Manufacturing units. Stores Department, Process Technology Department and any other department storing and dispensing flammable and combustible liquids have the individual respon sibility to see that these liquids are stored and dispensed in a safe and proper manner. IV. PROCEDURE '' A. Drum Storage 1. Drums used for dispensing flammable or combustible liquids which are mounted in a horizontal position must be equipped with self-closing valves, relief vent devices, ground connections and individual drip pans equipped with safety screens or filled with absorbent material. Some means.of protecting drip pans from over flowing because Of rain must be provided. Drip pans should be emptied on a routine basis. - 2. ------------- Drums mounted vertically and equipped with hand operated pumps do not require a drip pan, but must have relief vent devices, grounds and tops should be protected from weather. 3. All drums used for dispensing flammable liquid must be located away from operating equipment by a minimum distance of 20 feet. They must be located on a non absorbent floor. 4. Flammable liquids in excess of one quart dispensed from drums should be carried in safety cans equipped with suitable screens. Locations for storage and dispensing of flammable liquid should be situated to provide adequate natural ventilation. -Vj If this is not possible, mechanical ventilation should be 77* provided. 6. Suitable fire control devices must be available where flammable liquids are dispensed. 7. All drums must be labeled as to chemical content. B. Storage Other Them Drums Laboratories at this location may store up to 2 gal/100 ft.2 . of floor space of Class I flammable liquids. An additional 2 gal/100 ft.2 may be stored in safety cans or approved storage cabinets. Quantities of Class II and III combustible liquids may also be stored such that the total for Classes I, II and III does not exceed 4 gal/100 ft.2 in bottles or 8 gal/100 ft.2 if half of it is in approved safety cans or cabinets. In addi tion, 1 gallon of acetone in an approved plastic bottle is permitted and is excluded from the above totals. Any devia tion from this provision will require written authorization from the Department Head or Manufacturing Superintendent and the Loss Prevention & Safety Department. The roost flammable liquids, Class IA, should be limited to ) * no larger than 1 pint in glass or approved plastic bottles. Class IB is limited to a maximum of 1 quart. ' V EXAMPLES ,v". .. .. . INSPECTION & CONTROL It is recommended that each individual department set aside ' designated areas for the storage of both drum and less than drum quantities of flammable liquids. Periodic inspections of these areas should be scheduled to insure that they are being properly used and that quantities stored in labs and buildings are limited as specified above. In addition, the inspection should verify that all containers are properly labeled as to content and that only authorized materials are stored.
