STANDARDS COMMITTEE MEETING AT NEWARK January 28, 1982

The objective of the meeting was to set new guidelines to streamline and increase the effectiveness of our standards procedure. Accordingly, the committee has decided to significantly depart from past practices of desig nating candidate standards recommended for acceptance by Technical Service as Sampling Lots. Now, candidates recommended by Technical Service, and sub sequently. accepted by the Standards Committee will be designated Permanent Standards. Implicit in this decision is agreement by R&D - Manufacturing that the candidates represent current quality and agreement by the Business Center that business needs are met by the quality represented by the standard.
It was also agreed that the current Active Code List will be revised and contain two designations for standards. First, a Permanent Standard (PS) recog nizing those codes which are well represented by existing standards. Second, Sampling Lots (SL) which are selected by R&D- Manufacturing as more repre sentative. of current production than the Permanent Standard. These Sampling Lots will also be used to replace depleted Permanent Standards. They (SL) will not be fully characterized by Technical Service when provided to customers as representative of current production, however. Technical Service will run selected critical tests before the Sampling Lot is adopted. It is expected that 5-15 Sampling Lots will be on the Active Code List during the next 12 months. An objective of the R&D Experimental and Standards Evaluations Group at Chestnut Run mill be to reduce their number.

Lastly, it was agreed that Customer Quality Service Reports would be re solved on the basis of Permanent Standards. The recommendation of action in these reDorts will also reflect the quality of the Sampling Lots and is ex pected to result in the increased use of suggestions for special customer specifications.
In addition to the above decisions, a number of decisions concerning specific candidate standards were made.
Dalamar Yellow YT-808-D lot 81808. Technical Service has recommended acceptance. Pending evaluation of particle size, it will be accepted as a Permanent Standard.
BON Red Dark RT-695-D Lot 83942-1. Technical Service recommends its acceptance based on Chestnut Run evaluation and acceptance by the F.&F Department. This lot will become our Permanent Standard, PS 81695. A Laboratory Note will issue by 3/31/82 promoting its use in Industrial and refinish applications,
Monastral Green Y GT-805-D lot 81805. Technical Service has recommended acceptance. It will be declared a Permanent Standard PS 81805. It is expected that this material will be obsoleted in 2-3 years.
Monastral Green Y GT-860-D. (ICI-6Y Mix 59346) Technical Service,
recommends rejection of this candidate standard and conversion /
of Sampling Lot 80460 to Permanent Standard PS 81860,

Krolor Red KR-980-D lot 83059. Technical Service has recom mended acceptance. It will be declared a Permanent Standard, PS 81980.
Krolor Red KR-981-D lots 83378-1 and 2. Technical Service is recommending acceptance, Newark (LWP) will determine which of the two lots should be selected on the basis of inventory. That lot will be declared PS 81981.
Krolor Orange K0-786-D lot 84061. Testing in paint is not yet, complete. Based on tests in plastics, the material appears to be acceptable. Technical Service will make a recommendation for the acceptance/rejection at the next Standards Committee meeting.
Monastral Blue R BT-498-D lots 81498-3 and 4. Technical
Service has completed 80% of guides to standardization testing. Tentatively, lot 81498-4 is recommended for use as the Sampling Lot since it better represents current production than TS 94267. It is expected that within two weeks testing will be complete.

Monastral Red Y RT-759-D lot 83556-1. Recent production of RT-759-D has been running to the light side. Lot 83546-1 re flects this shift. Tests are underway. If this lot is accepted, the shipping limits will be narrowed from light 11 to light 6. This will ensure that a major shift in lightness will not occur.
The following candidate standards have not been started:
RT-618-D BT-297-D YT-823-D RT-209-D RT-899-D
The highest priority in this group is for YT-823-D lot 81823-1. Because of the urgency for a new YT-823-D standard, critical tests will be run and a recommendation for acceptance or re jection of this candidate will be made by Technical Service by 2/28/82.
ACTION NEEDED:
Newark - (R. E. Peavy) will provide an Active Code List for the Standards Committee use which will list the date standards were adopted and the current inventory, A list of standards required for the remainder of 1982 has been provided and is attached. This data will be reviewed at subsequent Standard Committee meetings. In addition, an assessment of shipping limits tests and guides to standardization used In assessing candidate standards in current production will be made by Don Yonker. L. W, Pancoast will provide up-to-date list of shipping limits used to aid this study.
The ;next .Standards Committee meeting will be held at Newark, March 12, after the Quality Meeting.
