I am pleased to announce that Dr. Fan-Li Chou has been selected as the Biotechnology Coordinator for USDA. In her new role, Dr. Chou will provide leadership, coordination, and strategic planning of USDA's biotechnology policy and will interact with decision makers in USDA, in other Federal agencies, and in Congress on the development and implementation of biotechnology policy. She will act as a contact point for biotechnology information with industry, non-governmental organizations, other Federal and State government agencies, farmers, and other stakeholders. Dr. Chou will represent USDA at national and international scientific and/or policy fora that helps to advance public understanding of Department policies and programs. She will represent USDA, when necessary, in domestic and international negotiations involving biotechnology policy. Dr. Chou will serve as the Executive Secretary of USDA's Biotechnology Coordinating Committee (BCC) as well as the Designated Federal Official for the Secretary's Advisory Committee on Biotechnology upon re-chartering. She is currently the Deputy Director of the New Technologies and Production Methods Division with the Foreign Agricultural Service (FAS) at the United States Department of Agriculture (USDA). Her Division promotes the adoption and implementation of science-based, transparent and well-functioning regulatory regimes to prevent and remove non-science-based barriers to the use and trade agricultural biotechnology products. From 2010 to 2016, Dr. Chou was the Senior Science Adviser in the Division, providing scientific and regulatory analysis on the use of innovative technologies, such as biotechnology in agriculture and the associated trade implications. Fan-Li is a recognized technical and policy expert in agricultural biotechnology and phytosanitary issues with extensive experience in bilateral and multilateral international negotiations. Her skills include managing partnerships between the public, industry, international organizations, foreign governments, and U.S. government agencies. Prior to her current position, Fan-Li served as Trade Director at USDA Animal and Plant Health Inspection Service and was responsible for addressing phytosanitary issues related to international agriculture trade. Dr. Chou holds a Ph.D. in molecular biology and genetics from the University of Pittsburgh, and completed her post-doctoral fellowship at the Scripps Research Institute and University of California, San Diego. In 2005, Fan-Li was selected as an American Association for the Advancement of Science Diplomacy Fellow. She currently resides in Bethesda, Maryland with her husband, two daughters and her mother.
