Tomorrow, you will hear more detailed reports on the activities of these two committees from men who have been closely connected with them, as well as a report from our director of health sad safety on the activities in that important field* Later this afternoon tha Metallic Lead Products Division will meet sal dis cuss what we ere doing xa tha prom**l:a of lead in building construction, chemical construction and solder;

Lator In that day tha chairman of the Cable Sheathing Task Group of tha Technical Steering Committee will tell ycu of the activities of this group and the chairman of the Cercmio Technical Committee will report on the progress and the outlook in that field.
During the past year then, our major promotional and educational activi ties have been along the following linesl
Promotion of lead in building sod chemical construction and solder,
0 through the Metallic Lead Products Division, which has been continuing for a number of years; promotion of red lead as a metal protective paint, another activity with considerable background; promotion of lead in the ceramic industries, a new activity of the Association) a survey of the market for lead as a shielding material against radio activity; investigation of methods to protect ths market for lead as a cable sheathing material; preparation of a Monograph on Lead for the American Chemical Society, to be published ty the Relnhold Publishing Co., continuod publication of our magazine, LEAD, on a mors frequent publication basis and with a larger circulation; preparation of articles on lead and its products for a variety of trade papers and text books*
Ths Monograph la a new activity under ths chairmanship of Dr* Alex* Stewart, director of research of the National Lead Co* Wo have entered into an agreement with the publishing company and the American Chemical Society to edit this work, which will be a one or two-volume treaties of sous 700 to 600 pages* An out lined baa been prepared and approved by the American Chomloal Society editor* A number of authors for each chapiter were also suggested to the American Chemical Society and their preference indicated to us* Authors for perhaps 20 per cent of the text have already been secured and their work, ws hope, is under way. We ask the full cooperation of tho membership in ths preparation of this book wtvenover we may request an individual somber to author a chapter or supply material* We feel that this is an excellent moens, at little cost to us other than time, to disseminate widely full technical and practical information about lead which may lead other in dustries to find new applications far our products*i

Ostting away from promotional activities or* our work in tbo field of load hygiene and our statistical services, a* wall as tha dissemination of a large amount of econonlo Information about tha industry upon request both to member* and to cany non-oeeber* such as Government agencies, banka, invastawnt concerns and other
* I think of particular interest is the closer arrangements wo nor hare with
the American Zlno Institute which should result in better serrioe to tbs members of
both organisations. Last year, the Jrint meeting of the two organisations stoiad to
meet with general approval and saved many members considerable time and e^mase. I
hope that this meeting will sheer even better results.

Around July 1 tbs two organisations will occupy adjacent office quarters with s ccemon reception and board rocn, providing better facilities for board and committea meetings and some economies and we hope saving the time of members who visit both organisations.

As for our financial c'nxlitl'-c, the auditor's report for December 31 last
chows that total assets of about $205,000, practically all in cash, including savings banks accounts of about $92,000. Liabilities ernsisted almost entirely of reserves Ioi Association activities as follows!

The Technical Staarlng Coondttee of the lead Znduatriea laencl atloc had one seating at the time of the Annual Meeting m April 24, 1955 and at thle meeting the general type of organlaatlon for the Steering Ccenittee waa considered. It vaa agreed that the Steering Ccenittee would merely be advisory in capacity and that where work waa called for a Task Force would be appointed to handle the natter, with the help of the Secretary and approval of the Board of Directors of the Association* r
It was decided to create a Teak Force to eonsidor the development of new lead alloys for cahla aheathing. A report has been received on the activities of > this Task Force for the year.

After considering the field of lead for nuclear shielding, the Caadttee
ree amended the retaining of a consultant to prepare a report on this subject.
This was dona and a report received and distributed to all meafeera.
In the case of lead in ceramics, the Occulttee, likewise, recoanended the retaining of a qualified ccrsultent. This waa done and a report from the consult ant received and presanted at the Annual Meeting.
It was the unqualified opinion of the Steering Ccsasittee that the Associa

tion should undertaka to prepare the ACS Monograph on Lead and that it should be dene by means of an Editing Ccenittee, who would select authors and review manus
cript* prior to submission to the publisher. The Association ia fortunate in that
Dr. Alex Stewart agreed to serve sa Chairman of the Editing Cceadttea. Hie Cooslttee
has already selected most of the authors for the Monograph.

In February, 1956 a nesting of the Technical Steering Coaxiittee was held in order to review the report on nuclear shielding and at that time it was decided
i that further work by the consultant was not needed ud that the Lead Industries Association should have cn its staff scotone qualified to gather the pertinent in
formation on the use cf lead in radiation shielding and dlsseelnate it throughout
the atonic and x-ray industries. Action along this line has net as yet been cco-
pieted but plans are being made.

This coney was to be spent os recoaoanded by a committee composed of all conpanies subscribing to the fund, with approval of the Board of Directors of the L.I.A* Thus, for the first tiao the Association had available for market development e fund which could be used whatever tbo occasion soeeod to warrant*
First approprintlens from the Fund wore oade to take over the najor burden of supporting the Metallic Load Products Division end Plgnente and Chocicals Division. The former division is devoted to the proootlon of lead in tbo fields of building and chemical construction and the latter devoted primarily to rod lead paints. Both of those divisions ere holding nestings during these sessions and their activities will bo roportod on* All meehors are wwlcooo to attend these division meetings*

In connection with the use of lend in eahlo shoathing, s Task Qrtmp has been set up and has held its third meeting in an attonpt to eolro the problem of con tinuous extrusion of lead alloy* as a moans of improving tbo coble-sheath markot for load. This work is progressing but so far has not roquirod any appropriation from the Industry Devolopcent Fund*
In the field of lead in cersmles, a technical committee made up from Jseobert vhc supply products to the ceramic industries was organised and finds appropriated for a program to develop the market for lead in oerondos, about which you will bear tomorrow.

The Industry Development Committee has also provided funds to increase the frequency of publication of the A'soclatlon's magazine lead" from two to four times a year starting with the beginning of 1?S6. The circulation of this publication has
0 been expanded to over 50,000 namei by including additional architects, ceramists and other groups with potential interest In lead products.

Rather than risk boring yon with detailed statistics of activities, Z will say only that the health and cafety work continues to show a healthy growth (there has been an Increase of at least SO per cent since its inception) and will fire a few examplei illustrating its sore Important phases.

Because of the difficulty of its solution and the great aaount of adverse publicity which it engenders, childhood lead poisoning has continued to be a major tine-consusing headache. A recent newa lten in the New Tork Pally Hewa with the head* line "Lead Poisoning Killed 10 Kids in Brooklyn in '55, Highest Toll in the City,* is e typical example of tha latter. Tnrough our responses to ths inquiries of phy sicians, hospitals and clinic , tha sponsorship of research, and cooperation with such organisations as the Ad eric an Acadeny of Pediatrics and American Itadlcal Association, I believe that we are securing a better understanding of this probloa and store reasonable sttitudea towards it*

Although tha recognition of lead poisoning es a disease dates back to antiquity, and despite tbs feet that its causes and control are well understood, yet, as Dr. Kehoe has told us, there has been e diminution in the severity of industrial
cases, rather then in their total nunber. This is illustrated by the fact that in quiries and case reports continue with little change in the annual total. A primary reed here, as Dr. Johnstone aaid yesterday, is better instruction of our physicians.

There is gratifying evidence of e greeter recognition of the Importance of adequate medical and health services cn the part of the larger companies. Two cxampu.es of this have been en inquiry from a non-member company as to a physician suitable for appointment as over-all medical director, and e recent request from representative of one of our members for advice in setting up a company-wide health program.

Tha so-called ETTA therapy for plumbisa, brought forward five years ago, is by far tha greatest advance in this field in recent times. It continues to be a subject cf intensive study, and a report of recent findings will shortly be mailed to ell of our aembers.

Two New Tork bills on air pollution have been re committed for study and copies of a substitute draft bill prepared by the Associated Industries of New Tork State have been Balled to our members In that stats. Because of the impossibility of keeping a close watch on h6 state legislatures# it wmld be most helpful if our nsabers having installations in other states would notify us of adverse legislation cooing to their attention.

The trend towards Bore and Bore precautionary labeling regulations corrtlnoe*. Our effort hers has been mainly to secure reasonable and unifora labeling requireseats for lead cocpounda in all federal and atata Jurisdictions. This has been quite suc cessful to date# with the elimination of objectionable wording froa a labeling rs; qulrecient of the U. S. General Services Administration the Dost recent episode. Modi fication of the New Tork City lead paint labeling regulation was secured by Deans of American Standard 266.1, prepared by a committee of the American Standards Association#
sponsored by the Lead Industries Association. The futility of tbs labeling approach has been brought to the attention of health officials in other large suniclpalities and appears to have caused then to reconsider any such plans.

It would be of sone interest, if it were no, to know that the eating or drinking of lead paints has becoae a favored Beans < of committing auieide. Such we would have to oonclnde to be the ease froa a tabulation reoeived fron the American Public Besflth Association, showing eleven cases of attempted suicide, one of-try. then successful, during 1955, by neans of ingesting lead- paints. - Here we have a respected and important national organisation, fsblisner of the Aaerloan Journal of Public Health, pitting forth a seemingly utterly absurd ltea of vital statistics. When we quaa-

Perhaps the craaiest of all was a letter froa a physician in Alabama, reporting in detail on the case of a bousewifa thought to be suffering fron lead poisoning, alleging a urinary lead valus tone ten times that found in severe industrial cases, and suggesting that the patient's habit of biting off silk thread, while sewing might be the cause. Because of the association of this physician with an organisation overseen by one of our leading industrial aedical friends (and one blessed with a sense of tumor), these theories were brought to the latter's attention and elicited the understanding and aansing reply from which, ix closing, I will quote, with minor J changesi

2. that both the power and cceramicatiens cable Industrice
would be Interested in lead alloys with comparable proper ties to those they are now using on intermittent extrusion for continuous extrusion.
After considerable discussions it was felt that the development of a new alloy with grwatly improved properties offered small chance of success considering the large emtaint of work that has been done over a period of many years. However,this possibility should not be entirely overlooked, and the Ccewdttee will keep it in mind.

It was suggested that a co-operative research program on continuous extrusion be considered with Pirelli-Milan and Lead Industries Association contact than with regard to power cable sheathing and to go as far as to offer them sufficient copper bearing and arsenical lead alloys for their experimental work. Hr. Bouton offered to contact them Independently with respect to U antiaonlal lead caraeunications cable sheathing alley.
