First, does the EPA have its own capital funding source for water and wastewater projects in small cities of 10,000 or less population? (10,000 is the small system defmtion used by the USDA's Rural Utilities Service.) Second, does Administrator Pruitt support the President's budget proposal to cut categorical grants to the states by 44.7 percent in FY 2018? My deadline is early next week.
