I met with Douglas Hutson the Plant Superintendent. I presented my credentials to Douglas and informed him that this was an EPA inspection to determine the facility's compliance with the Resource Conservation and Recovery Act (RCRA). The scope of the inspection is a Compliance Evaluation Inspection (CEI) and includes evaluation of the facility's hazardous waste management activities. FACILITY DESCRIPTION Johns Manville's 550 Independence Pkwy location manufactures TRYMER foam blocks used for industrial insulation applications. The facility has approximately 10 employees. The EPA ID TXR000079390 associated with the address of 550 Independence Pkwy was last registered in RCRAinfo in February of 2026 and indicates that Johns Manville La Porte operates as a Very Small Quantity Generator (VSQG). Section II - OBSERVATIONS During the opening conference I asked about waste streams generated at the facility and the plant superintendent said the facility used to use methylene chloride for equipment and tool cleaning but stopped about 2 years ago. The facility now uses NMP (N-Methyl-2-pyrrolidone), which according to the plant superintendent, is non-hazardous and recycled. Other waste streams included a clean out of MDI (Methylene diphenyl diisocyanate), Pellcact Catalyst, and universal waste (aerosol cans, lamp bulbs, batteries, and eWaste). During a walk-through of the facility I observed three areas. Production Warehouse: I observed the process machinery and product tanks (Appendix 1, Photo 1). Storage Warehouse: I observed a small room used for the storage of universal waste (Appendix 2, Photo 2). Universal waste containers were labeled and closed. Outdoor Product Storage: I observed product foam blocks (Appendix 1, Photo 3). Section III - AREAS OF CONCERN The closing meeting was attended by me, Bill Mansfield (EPA Inspector), and Douglas Huston (Plant Superintendent), and Chris Sharp (Environmental Manger) by phone. 2 I did not observe any areas of concern.
