He was being fussed at about timing, not safety. July and August is worst time for lnjurels. Hot months. Broussard got permission for DuPont to come in and survey. Really paid off. Findings - upper management not visible in safety areas. Analysis on quantity and quality, not safety. Local management would not buy the report, but home office stepped in after fatality. General staff now are on central safety committee (since June). Safe operations committee chaired by process department head. Responsibilities - maintain close observance of process operation safety; perform audits; review all changes (process) All members spend 2 hours per week on safety in safety meetings, reorienting themselves and staff. Managers a couple years ago would violate safety rules (one must Wear long sleeve shirts in plant) they would go out in short sleeves. **They have cold work permits ***They have hot work permits. This group has a budget (minimum $20/person in department) and they decide what their departmental safety goals will be and what the safety program will be. They run the program. They mall out, each 6 months, names of people who have had accidents. They injuries on all people on computer. No signs - no Slogans. The whole program depends on departmental safety committee. They get approximately $20 per person as a budget. Chairman (wage people) are sent to National Safety Congress. Off the job safety billing within plant. Departmental Safety Committee gets people back in plant lots sooner after off-job accidents. Very effective. They go visit these people on their own. Before 1973 average 150 off days resulting from injuries. That has been reduced to 30 per year. They are using Nomex fire retardent clothing in some cases and are thinking about going all the way. Some of their refineries require everyone out in plant or going into plant to wear Nomex. LAM026278
