No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on the Jerry Langley Oil Co., LLC / Flowline Release from the Tom #14 Tank Battery, which was a release of crude oil and saltwater into a wetland as a result of a ruptured, subsurface flowline connected to the Tom #14 tank battery. The system contains one (1) tank battery and two (2) SWD injection wells: Tom #14 and TD Murphy #5. The ruptured flowline was connected to the tank battery and the TD Murphy #5 SWD well. For additional GPS location and photo metadata, see Appendix 1. I observed the Jerry Langley Oil Co., LLC - TD Murphy #5 SWD injection well (no sign). The flowline was connected to this SWD well. See Photo No. 4. I observed the Jerry Langley Oil Co., LLC - Tom #14 SWD injection well and the Tom #14 Tank Battery. This SWD well receives most of the saltwater coming into the system. See Photo No. 5. I observed the pump, valves, and flowlines connected to the Tom #14 Tank Battery. See Photo No. 6. I collected a Total Dissolved Solids (TDS) reading of 2,116 mg/L at the All Gulf Road bridge, which is downstream of the impacted wetland, at an unnamed tributary (UT) of Smackover Creek. See Photo No. 7. I observed the vegetation and bed and bank features upstream and downstream of the UT of Smackover Creek, where the TDS reading was collected. See Photo No. 8 and No. 9. I observed the area in and around the UT of Smackover Creek that was used by Jerry Langley Oil Co., LLC personnel to collect flush water from the impacted wetland. See Photo No. 10 and No. 11. I collected a TDS reading of 2,196 mg/L from the area used as a collection site for the flush water from the impacted wetland. See Photo No. 12. I observed the vegetation and bed and bank features upstream and downstream of the collection site, where the TDS reading was collected. See Photo No. 13 and No. 14. Section III - AREAS OF CONCERN No closing conference was held due to no personnel with Jerry Langley Oil Co., LLC being present during the inspection. Areas of concern at the time of the inspection include: Residual crude oil and saltwater staining at the area of the ruptured flowline in the impacted wetland; Elevated TDS readings in the UT of Smackover Creek.
