The HCSC will sunset at -t-he end of May. The Health Standards Task Group will consider reviewing the formaldehyde situation for purposes of promoting the arguments for good science in regulatory decisions. The OSHA Carcinogen Policy Work Group will re-examine whether CMA should indeed support a carcinogen standard, even if it is an improved one. The Health Standards Task Group will consider issues dealing with accreditation of laboratories doing testing for bio logical monitoring. The committee will continue to monitor the Miller Bill (HR5735) on occupational disease, but will not prepare to participate directly in hearings at this time. The Future Issues Task Group will follow OSHA activities related to ergonomics and heat stress. The Safety Standards and Health Standards Task Groups will jointly continue to develop CMA comments on targeting- health inspections. The meeting was convened at 1:00 p.m.. May 24, 1982 1. Minutes of the Last Meeting, March 31, 1982 Minutes were approved as distributed. 2, Legislative Update Mr. Nolde reported that Rep. Miller does not have the consensus for his bill that he had hoped for. CMA is opposed to the bill primarily because it sets up presumptions regarding exposure and ! illness, 'it also provides a trigger mechanism for including other illnessess besides asbestos and uranium ore for which it was specif ically designed. OSBC will not prepare a CHA position paper on the bill now. Chairman Collins' sub-committee on Manpower and Housing on the House Committee on Government Operations held a ' hearing on OSHA's hazards communication proposed rule March IB, 19B2. The question raised by the sub-committee of why the rule was being held up by the Office of Management end -Budget became moot when the agency released its proposal during the bearing. 3 . Task Group Activities 3.1 Safety Statistics - The task group will continue it*s telephone campaign to increase member participation in our safety awards program. This group will revise the guidelines for member reporting of occupational injury and illness data.' 3.2 Health Standards - This group will be co-chaired by Messrs. Evans and Eschenbach. The committee reviewed the specific safety and health standards OSHA announced it will be addressing in the near future. Most topics relating to the chemical industry were already being handled by the concerned task groups. The subjects of laboratory accreditations and formaldehyde were referred to the Health Standards Task Groups while heat stress was assigned to Future Issues Task Group. Work Groups OSHA Carcinogen Policy * Some industry groups have recommended that OSHA should not have a formal carcinogen policy but examine each suspect material individually. In view of this sentiment the committee recommended that the work group re-examine it's position favoring an appropriately revised OSHA carcinogen policy. The group prepared comments on the OSHA draft proposal on the access to employee records rule. However CMA will not comment to OSHA before a definitive ruling is made in the related litigation in the western district of Louisiana. Reproductive Hazards The work group will submit a proposed agenda to OSHC for approval before proceeding with plans for a conference this fall or winter? . * CMA 060635 OSHC Minutes May 24, 25, and 26, 1982 Page 4 Noise At the OSHA hearing on its Hearing Conservation Amendment to the noise regulation, CMA generally supported the agency's actions. However, we pointed out a number of technical changes that were needed. Respirators 7 The work group is proceeding with plans to determine the protection specificity factors of respirators in a field setting . The effort is being coordinated with other organizations. The group will also draft responses to OSHA initiatives on this subject. Targeting Health Inspections In cooperation with the Health Standards Task Group, this joint work group is developing a CMA position on targeting health inspections. ` Informing Family Physicians The symposium last spring co-sponsered by CMA and the American Occupational Medical Association met its objective of intiating a program to inform interested health professionals about industrial medicine. Dr. Lippin will survey the situation and make recommendations about an appropriate next step CMA might take. Task Group Activities 3.3 Safety Standards . " Model Performance"Work Group - This group continues to offer to OSHA suggestions and assistance in writing balanced performance standards. The group is drafting a model standard based subpart H, hazardous material. Walking and Working Surfaces - At OSHA's request, the group is considering developing comments on the agency's draft proposals for walking and working surfaces and personal fall protection systems, subparts D and I, respectively. Marine Terminals - CMA testimony on Marine Terminals was pres sented at the OSHA hearing on May 25. We reiterated our postition that private dock facilities associated with the plant site should be exempt from the proposed rule, which apparently is intended to cover public facilities. CMA 060636 OSHC Minutes May 24, 25, and 25, 19B2 Page 5 3.4 Worker Education The questionaire on worker education is ready tobe distributed to member'compsnys . The task group is planning to write a report and present the results to CMA members at a symposium this fall. 3.5 OSHA Reform " The task group identified four major issues which will be developed as the time for possible legislative action approaches. 3.6 ANSI Z-129.1 Revision (Labeling) The task group has almost completed the canvassing process required by ANSI. The group expects the institute to publish a revised standard before the end of this year. 3.7 Liaison with Technical Societies He have sufficient nominees to fill key posts as CMA represen tatives at NFPA and ANSI. Following further consultation between Messrs. Van Mynen and Freifeld appropriate names will be submitted officially to these organisations. 3 . B Future Issues The committee was hesitant about having the task group proceed with a proposal to establish a data base of product hazard information. The task group raised the issue of how to get OSHA to more promptly reflect in its permissible exposure limits, the actual workplace situation. The committee believed this should be addressed by the Health Standards Task Group. The committee assigned follow up on ergonomics and heat stress to the Future Issues Task Group. ' 3.9 Process Safety Analysis This group is proceeding with its telephone survey of members to determine the state of art and needs in the industry. It is planning to write a report and have a aeries of workshops by next spring. 3.10 Ergonomics . The committee sunset this task group with thanks to Chairman Robertson 'and other group members for a job well done. The Future Issues Tas'k Group was asked to track items related to ergonomics. * ; CMA 060637 r *' OSHC Minutes May 24, 25 , and 26, 1982 Page 6 3.3.1 Control Technology Study on Sealing Devices CMA Members are still being urged by N10SH and its contractor . Enviro Control to participate in the Control Technology study on sealing devices. 3.12 New Task Groups -.-r- The Hazards Communications Special Committee will be sunset on May 31. The functions of that committee will be absorbed under OSHC as the Hazards Communications Task group and State Affairs Task Group. 4. Next CMA Annual Meeting The next CMA Annual Meeting will be in Chicago, October 4 and 5 .1982. As part of that program OSHC will present Dr. Ralph Hardy of DuPont whose topic will be "On The Frontiers of Bio-technology." Dr. Ryan will be'moderator for that session. 5. Special Programs Advisory Committee At its last meeting, that committee reviewed a number of key 1 projects. ~ 6. Regulatory Impact Special Committee (RISC) RISC has developed a CMA approach to risk/benefit anaylsis. They will work with OSHC and other groups on individual projects. 7_.
