No facility representatives were present at the time of the inspection. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There were no other federal, state, or local agency representatives present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection on LBOC, LLC., Staples-Olvey-Lion-SWD which contains a saltwater disposal tank. Section II - OBSERVATIONS I observed the facility sign, secondary containment, saltwater disposal tank, and pipes located at the facility, see Appendix 1 (photo log), photo No. 1 and photo No. 2. For additional GPS location and photo metadata, see Appendix 1. I observed no valve or cap on drainage pipe out of secondary containment, see photo No. 2. I observed significant debris in laying inside the secondary containment and incorporated in the berm. I observed soft, moist ground downhill from facility and brine crystallization on the surface, see photo No. 3. I observed a Total Dissolved Solids (TDS) reading of 1703 milligrams per liter (mg/L), approximately 445 feet downstream from facility, photo No. 4. I observed a Total Dissolved Solids (TDS) reading of 354.9 milligrams per liter (mg/L), approximately 520 feet downstream from facility, photo No. 5. I observed a Total Dissolved Solids (TDS) reading of 3278 milligrams per liter (mg/L), approximately 395 feet downstream from facility, photo No. 6. All TDS field readings were taken with a properly calibrated YSI Pro 30 conductivity meter. Section III - AREAS OF CONCERN No closing conference was held due to no LBOC, LLC. staff being present during the inspection. Areas of concern at the time of the inspection include: 1) no valve or cap on drainage pipe out of secondary containment; 2) secondary containment had excessive debris that needs cleaned out; 3) soft, moist 2 LBOC, LLC./ARU001230 CWA Inspection Date 12/13/2023 ground and brine crystallization around facility; 4) elevated TDS readings downstream from facility; and 5) potential of contaminants to enter the Ouachita River, a Traditional Navigable Water, which is approximately only 0.70 miles downstream (see downstream analysis flow path map). Section IV - FOLLOW UP Inspector will conduct follow-up phone calls with the company representatives over the coming weeks and months to ensure areas of concern are properly addressed.
