Melville Subject Job 20281, VC I Emissions Reduction - EPA, Item PVC-15, Degasser Stream Oxygen Analyzers Part 5 Development Address Date May 24, 1978 Tech Services had presented a preliminary scope for an oxygen analyzer system for the degasser streams during a meeting on May 11, 1978 which was held to discuss new scope items for a future project request (Part 5) for Job 2028. Tech Services had agreed to investigate comments made about the proposed system and include them in the final scope. A meeting was held on May 19, 1978 to set the final scope for the Degasser Stream Oxygen Analyzers. Present at the meeting were: R. V. Boyd (Engineering) W. R. Cooke (PVC Operations) J. L. Griffin (Tech Services) G. W. Johnston (PVC Operations) N. J. Khilnani (Tech Services) C. L. Mehl (PVC Operations) D. V. Melville (Engineering) J. D. Monteaux (Engineering) J. K. Presswood (Tech Services). F. J. Weimer (Engineering) M. G. Youngblood (Engineering) The system proposed by Tech Services utilized a single oxygen analyzer with sample points located in the vacuum pumps discharge lines to the gas holder (there are 7 vacuum pumps which ultimately discharge into two headers leading to the gas holder). Tubing would be run from each sample point to a sample collection station. A se quencer would feed a single sample from each sample line to the analyzer in turn until each line had been sampled (approximately one hour is required to return to a particular sample point). PVC Operations pointed out that because of the time lag between samples, the analyzer might not detect the flow of oxygen in the vapor line from a degasser which is not feeding the sample line. The scope of the job was modified to includ full time sampling of the two headers leading to the gas holder. Upon detection of oxygen in one of the two headers, sample points in the lines feeding the header would be manually switched through the analyzer until the leak source is located. 2506 Project File -2- May 24, 1978 Tech Services agreed to supply additional process information and Engineering wi make an estimate based on the changes to the scope discussed in this meeting.
