Ledford, G. Kusch, J. Lewis, D. Mihalik, R. Peebles, L. J. Simms, 0. Walters,*C. Heber Summary: The Cell Service Health Team Review was held on August 29, 1989. The main topic covered included a review of the Cell Service Process, a discussion of the chemicals in the plant and how each is used, a review, of the 1988 exposure monitoring data and accomplishments, 1989 goals and plans and a review of the medical surveillance data. 1. Dean Halters reviewed all of the chemicals handled in the Cell Service plant including the AS &TL Mini-plant. 2. It is probable that within a year some full size non asbestos diaphragms will be drawn for full scale testing in a chlorine cell. The non asbestos diaphragm involves the use of teflon and alumina fibers. <*2 'Three area sasples in the asbestos storage roam were above the PEL when pulp was being mixed using compacted asbestos. The compacted material which is more difficult to break apart and get the fibers adequately wetted will not be used again until the new automatic debagger is installed. 4. Manual washing of anodes is being eliminated. A system is being developed which will allow them to be washed in the automatic cathode washer. 6. The dual cartridge respirators have been converted to use the cradle type top head strap which keeps the respirator positioned on the face better. 7. The plants hearing protection poLicy and results of the annual noise survey were discussed. Only a few areas are above 90 decibels. The plant has plans to investigate possible engineering controls for these noise sources. 8. Training was conducted on Hazard Communication, hearing protection and respiratory protection. A special meeting was held to cover the training specified in the OSHA asbestos standard. 9. Bill Ledford reviewed several items from the recent Industrial Hygiene Site Assessment. 10. Ho safety incidents involving chemical exposure occurred during the past year. 11. Dr. Kusch reviewed the results of the medical surveillance testing for both Dow and contract employees. One contract employee experienced a unilateral standard threshold shift. The pulmonary function test results showed a very definite difference between the smokers and the non smokers. 12. The Cell Service smoking policy was discussed including the pros and cons of slaking revisions to it. 13. A tour was taken to observe some of the areas of potential chemical exposure. An operator demonstrated the procedure used to mix the nickel powders with pipe sealant and weld sealant. This mixture is applied to the gaskets on the titanium backboards of the anodes to prevent crevice corrosion. Mixing of Deraxane " vinyl ester resin with methyl ethyl ketone peroxide was also demonstrated. This is used to repair cell bodies and cell covers. The drawing vat and asbestos storage room were also visited by the tour group.* * trademark
