Storage/Distribution of Butyl and 2-Ethylhexyl Acrylate at North Charleston Bulk Terminal Glen, This is to confirm the major points of our phone conversation Monday on subject: Ethyl hexyl Acrylate - Resume normal operation and hours (7 a.m. - 11 p.m.) for loading but recognize abnormal events could still cause delays or rescheduling. Air Stagnation Advisory or mechanical problems in facilities are examples of abnormal events. This has been communicated to Craig Casto by Bob Jarrett. CPU's - Need to insist on the two hour minimum advance call-in by drivers and also for customers to clean their trailer exteriors to minimize odors from the "gunk" on the outside. Tank Switch - Move Butyl Acrylate to Tank 9019 which has automated scrubber and refrigeration as soon as possible. Then move 2-Ethylhexyl Acrylate to Tank 902A which has a manually operated scrubber. This will give us the best chance for minimizing odors caused by tank venting and is targeted for completion by October 1. Lines - Minor revisions are required to affect the tank switch and to maintain Tank 9020 in a usable condition. It is also necessary to inspect and make the necessary repairs to the acrylate lines as outlined in Bob's letter to you and your response of February 26, 1982. Tank Truck Loading - Go to bottom loading which will require purchase of a few "dry valves" and fabrication of adaptor spools. The "dry valves" has proved successful on Acrylonitrile barge lines so we would expect this change to significantly reduce odors now created when removing loading lances. If you will agree to no sampling of the acrylate trucks we will essentially eliminate procedural odor sources. UCC 099151 Mr. G. Rodriguez 2 September 1, 1982 Scrubber at Tank Truck Rack - Switch from ACRONEL scrubber solution to Triethylenetetramine solution to achieve faster reaction rate. Provide automatic temperature control to achieve maximum reaction rate and optimum operation in cold weather. Take another look at replacing existing carbon absorber with a packed column to further increase odor removal. We believe the above actions will result in an acceptable operation for storage and handling Butyl and 2-Ethylhcxyl Acrylate at the Bulk Terminal. All costs as sociated with this will be carefully segregated for the record and charged to Coating Materials Division. If there are any questions related to this letter, please give Bob Jarrett or me a call. HLW:kq UCC 099152
