Niosh in Cincinnati, Ohio offers a training program that would fit our needs completely. We are also offering a non-asbestos Bedding, Topping, and Triple Duty from Chicago and, to some extent, from Marietta. Our Ready Mix joint compound still does contain asbestos, as well as the dry powder casein products manufactured at Akron and Chicago and Triple Duty manufactured at Marietta, Chicago, and Akron. We are currently in the process of developing other non-asbestos joint compound formulas and will keep you apprised of our progress. As soon as possible we will discontinue to manufacture casein based materials at Chicago. We'should not order any more material that is used only in casein based materials. We should use up our present raw materials as much as possible and then transfer the remaining rr" materials and bags to Akron. Concurrent with the discontinuance of casein production, Chicago should get raw materials to begin producing the asbestos free vinyl products that have been developed. They will supply their own market as well as produce mater ial for Akron to supply their market as required. We should expedite the modified casein formula changeover at Akron as rapid ly as possible. When Chicago stops manufacturing the casein based materials, Akron will supply Chicago with their needs for part truckload shipments. The 50 pound P-1071 Triple Duty Bags are to be supplied without any asbestos warning imprinted on the back of the bag. As explained, asbestos will be used as a raw material in one marketing area and will be taken out of our formula in a different marketing area. In each case it will be the plant's responsibility to apply an appropriate gummed label to indicate the nature of the contents. On order G-08117 we do wish to have the P-2053 Vinyl Topping and P-2052 Vinyl Bedding Bags shippdd to Marietta as originally indicated on this order. In my conversation Friday with Bosco, we increased the quantity of Vinyl Topping Bags on this order from 40,000 to 50,000 and cut back the number of Vinyl Bedding Bags from 20,000 to 10,000. Brown - Acme location location date Acme Acme July 11, 1974 Ed, here is a comparison of costs for the monitoring of asbestos dust here at Acme. Column one covers the cost of a self-monitoring program and column two lists the costs for outside inspectors (Industrial Hygienist)to check asbestos levels. The costs for the Industrial Hygienist were taken from Jim Hurd's correspondence dated March 19, 1974. Note: Totals for both do not include travel e>penses. Self-Check Program Industrial Hygienist Schooling Equipment * Lab analysis Total Cost $ 200 (1 person) 290 60 $ 550 Initial Cost Lab Analysis $600 200 to 300 $800 or $900 * The equipment consists of a complete dust sampling kit but does not include the microscope which would cost over $3,000. Therefore we sould have to send our samples to be analyzed at-a cost of $15/sample. The $60 "lab analysis" cost is figured in for this purpose. As you know, Ed, the Tigard Lab is working on the elimination of asbestos from all formulas. Presently, however, they are focusing their attention on the limestone using plants. This seems to indicate that we will be using asbestos for at least another year. This means we will need to-monitor asbestos levels at least once more and,who knows, the elimination of asbestos could be a long way off. In conclusion I would like to express rny belief that we would be wise to go ahead on our own and pursue the self-checking program for the following reasons: 1) Elimination of asbestos is still a ways off. 2) The cost of the entire self-check program is less than one visit from a Industrial Hygienist. Remember, if more checks are necessary the cost is doubled, tripled, etc., in the case of calling in outside Hygienists but the self-checking program is a one time, one cost deal except for the relatively small lab analysis cost. 3) We can better control the testing procedures and make sure a fair * test is taken. GP 09 SGP 0007717 Asbestos Monitoring -2- July 11, 1974 4) Even if asbestos is eliminated the sampling equipment can be used for monitoring mica, talc or even gypsum contents in the air. Also we should realize the replacement for asbestos will probably be a potentially dangerous substance also. 5) Other plants may also require periodic testing and we may be able to recover the entire cost and show a profit, too! 6) All schooling and equipment is NIOSH approved and since these are the people we will be working with I feel our results would be more readily accepted if we follow their program.
