The following project in your state/district has been chosen: $43 million- Metropolitan St. Louis Sewer District Deer Creek Sanitary Tunnel and Sanitary Relief Metropolitan St. Louis Sewer District will construct a pump station at the downstream end of a sanitary sewage storage tunnel, replace approximately 15,900 feet of sanitary sewer, and slip-line 1,700 feet of sanitary sewer and appurtenances to address both combined and sanitary sewer overflows. These projects would provide storage for excessive inflow and infiltration during wet weather events; provide dewatering from a major storage facility that will regulate sanitary flow into the River Des Peres foul water system; allow for the removal of 24 constructed sanitary sewer overflow outfalls into the Deer Creek channel; alleviate surcharging, basement backups; and meet impending Total Maximum Daily Loads (TMDL) requirements and improve water quality in Deer Creek. The Water Infrastructure Finance and Innovation Act, enacted in 2014, accelerates investment in our nation's water infrastructure by providing long-term, low-cost supplemental loans for regionally and nationally significant water projects. The EPA received funding to implement the program earlier this year and invited communities to submit Letters of Interest to EPA this spring for WIFIA funding. EPA received 43 Letters of Interest and, after an extensive review, EPA is inviting 12 projects, including the Deer Creek Sanitary Tunnel and Sanitary Relief, to submit a formal application. In total, these 12 projects are expected to leverage more than a billion dollars in private capital and other funding sources, including EPA's State Revolving Fund (SRF) loans, to help finance a total of $5.1 billion in water infrastructure investments. Inviting these projects to apply for a WIFIA loan indicates that EPA believes the selected projects will be able to attain a loan, but does not guarantee the project a loan. Each of the 12 projects are now invited to submit a formal application for WIFIA credit assistance, and EPA will work closely with each community on the next steps of the WIFIA process. Attached to this message is a project-specific fact sheet for this project as well as an overview of EPA's announcement this week.
