Environmental Protection Agency Region 4 Air Enforcement Branch 61 Forsyth Street, SW Atlanta, Georgia 30303 INSPECTION REPORT Facility Inspected KO Automotive 13 Felton Place Cartersville, Georgia 30120 Inspection Date: May 18, 2022 Facility Programmatic ID 3601434661 LAT: 34.4606 LON: -84.4576 Inspection Type Clean Air Act (CAA) National Emission Standards for Hazardous Air Pollutants (NESHAP) - Asbestos Inspectors Tony Spann (Lead) Pamela Storm Introduction An inspection pursuant to Section 114 of the CAA was conducted on May 18, 2022, at KO Automotive located at 13 Felton Place in Cartersville, Georgia 30120 (the facility). The unannounced inspection was conducted by Tony Spann and Pamela Storm of EPA Region 4. Radford Tree Service obtained demolition permit # 21080323 for the demolition activity at the facility from Bartow County on August 25, 2021. The inspectors obtained information regarding this permit from Bartow County on May 18, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 C.F.R. Part 61, Subpart M, for the demolition activity conducted pursuant to this permit. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned permit. Facility Information The facility is KO Automotive which is a general automotive repair shop in which the demolition activity was performed. The owner of the facility listed on the demolition permit is Christopher Martin, LLC. Inspection Inspectors spoke with Jimmy Stewart, owner of Jimmy Stewart Construction, Inc., during the inspection. Mr. Stewart explained that the original facility (KO Automotive) burned down in the summer of 2021 and the remaining portion of the facility that was not destroyed by the fire was demolished by Radford Tree Service. Jimmy Stewart Construction, Inc. is the general contractor responsible for constructing the new facility. During the inspection, inspectors observed that much of the new facility had been constructed. Mr. Stewart informed the inspectors that KO Automotive is scheduled to reopen sometime in the summer of 2022. This information will include, but not necessarily be limited to, copies of asbestos inspection reports and demolition notifications for the facility.
