The pri mary purpose of these amendments is to reinstate the work practice and equipment provisions in the original regulation which were declared invalid by the Supreme Court in 1978. While these portions of the regulation have not been enforceable since the court decision, we suggest you review your asbestos handling prac tices to ensure continued compliance. In some recent Environmental Reviews, the review team has noted and commented on lax labeling of containers of scrap insulation. In some instances, unlabeled bags of asbestos were identified. We suggest that you adopt the practice of labeling each container as to its contents, e.g., "Asbestos" or "Not Asbestos," to preclude any improper disposal of asbestos. Also, in this amendment, minor changes have been made in the reporting of demolition and renovation requirements which you should review. A copy of the revised regulation is attached. T. R.
