The facility is owned by Kara Conrey located at 93 North Avenue in Ellijay, Georgia 30546. The unannounced inspection was conducted by Pamela Storm who possesses EPA inspector credentials to conduct CAA NESHAP asbestos inspections and Tony Spann. Mr. Spann also possesses EPA inspector credentials and was participating in this inspection to meet training requirements to conduct CAA NESHAP asbestos inspections. The facility is a candy shop and toy store. According to Code Enforcement with the City of Ellijay, the facility was renovated earlier in 2022. The inspectors obtained information regarding this renovation from the City of Ellijay on May 19, 2022, prior to this inspection. The purpose of the inspection was to determine compliance with the CAA NESHAP Asbestos Standard and the regulations promulgated at 40 CFR Part 61, Subpart M, for the renovation and demolition activities conducted pursuant to this permit. According to permit #719 which was applied for with the City of Ellijay on June 25, 2021, interior renovations to the facility were to include the removal and replacement of walls and flooring materials. The EPA Region 4 CAA NESHAP asbestos program targets facilities for inspection located in the State of Georgia based on tips/complaints; permits issued on a local level; and demolition and/or renovation/abatement notices sent to the State. This inspection was conducted based on the previously mentioned information from the City of Ellijay. Facility Information The facility is a free-standing, candy shop and toy store that has been recently renovated. CAA Asbestos Inspection Report: Inspection Date: Gumdrop (previously H&R Block) 71 River Street Ellijay, GA 30540 05/19/2022 Page 1 of 2 Inspection Inspection The Gumdrop manager on site at the time of this inspection explained to the inspectors that portions of the facility had undergone renovation around March of 2022 to convert the building from a H&R Block to the Gumdrop, a candy and toy store. She did not know what exactly was renovated. She provided the contact information for Kara Conrey, the owner of the facility. She also stated that Josh Quigley, the owner of both L&Q Clothing and Abby's Ice Cream in Ellijay, was possibly responsible for the remodeling of the facility. The renovation activity at the facility had been completed at the time of this inspection. Conclusion The inspectors will follow up with Kara Conrey, the owner of the facility, and other owners/operators, and the City of Ellijay, as deemed appropriate, to obtain information and necessary paperwork related to these renovation and demolition activities. This information will include, but not necessarily be limited to, copies of asbestos inspection reports and renovation/demolition notifications for the facility.
