I. Any project for research must first be favorably passed upon by the particular Vice President concerned and his Advisory Committee, after consultation with other organiza tions or individuals properly interested. a) If a research project is to be undertaken, a Special Hesearch Committee shall in each instance be appointed by the President, composed of individuals selected be cause of special technical or scientific knowledge. All members of this Committee need not of necessity ` be members of the Rational Safety Council. b) This Committee shall be responsible to the Council for the adequacy of any projected research program and shall submit/to the Council, on its completion, a recommendation as to its dlsoosal. II.
