Section I -INTRODUCTION PURPOSE OF THE INSPECTION

A U.S. Environmental Protection Agency (USEPA) program review inspection was conducted in the City of Mansfield Water Utility offices located 620 South Wisteria Street, Mansfield, Texas 76063. The inspection was conducted under the guidelines established by the USEPA under the National Pollutant Discharge Elimination System (NPDES) for wastewater collection systems. The purpose of this inspection was to inspect and review the City of Mansfield's current Sanitary Sewer Overflow (SSO) response protocols and their application of a Capacity, Management, Operations and Maintenance (CMOM) program and how the program is used to insure proper operation and maintenance of their collection system. An entry briefing was conducted by EPA-Region 6 inspectors David Long and Alan Vaughn at 9:00a.m. on May 18, 2017 at the City of Mansfield Wastewater Utilities offices. The inspectors met with Jeff Price, Director of Utilities, and Alex Whiteway, Operations Manager. Additional City of Mansfield were also present and are listed in Appendix 1. An invitation to Greg Diehl, Inspector with the Texas Commission on Environmental Quality, had also been extended, but he chose not to attend. During the entry briefing, the EPA inspectors provided credentials and explained the purpose of the inspection, as well as set the timeline for the day and verified the availability of documents that had been requested the week before.
At the conclusion of the inspection, an exit briefing was conducted that explained the suggestions and areas of concerns noted during the inspection that are detailed in this report. This report is based on information supplied by the City representatives, observations made by the U.S. EPA inspectors, records and reports maintained by the City, the State of Texas and the USEPA.
FACILITY DESCRIPTION
The City of Mansfield is approximately 40 square miles in size and includes a population of 67,628 residents which are provided wastewater services through approximately 275 miles of sewer lines. The wastewater collection system includes 15 lift stations and sewer pipes ranging in size from four to 42 inches in diameter. Over 95 percent of the collection system is comprised of PVC pipe. The remaining system includes less than one percent vitrified clay and ductile iron. The remaining four percent is comprised of smaller percentages each of cast, polyethylene, fiberglass reinforced pipe, and reinforced concrete pipe. A Supervisor Control and Data Acquisition (SCADA) system is housed at the Water Utilities offices and continuously monitors the City's 15 lift stations and four additional satellite monitored manholes, otherwise, all15 lift stations are physically visited once a week. While all lift stations are monitored, only two stations have dedicated emergency generators in the event of an electric grid failure. However, the remaining lift stations are all equipped with quick connect lines for either electric power supplied by portable generators or sewage lines to lift sewage from the lift station's wet well to the connecting sewer lines via gas operated portable water pumps.
