This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1388111) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. No company representative was present at the time of the inspection, but a closing conference was held via phone call at the conclusion of the inspection. There was no other federal, state, or local agency representative present at the time of the inspection. FACILITY DESCRIPTION EPA conducted an inspection at the Calgary Energy, LLC, AWFU Cold Springs Battery where a highpressure hose connected to the saltwater disposal pump failed, releasing produced water onto the floor of the facility inside the secondary containment. The spilled fluid migrated through the secondary containment travelling northwest into a small drainage, eventually migrating south along a nearby drainage feature. The NRC Spill Report stated approximately 200 barrels of saltwater was released. Section II - OBSERVATIONS I observed the AWFU Cold Springs Battery, which was the release point of the spill. See photo No. 1 of appendix 1 (photo log). For additional GPS location information and photo metadata, see the attached photo log. I observed an elevated Total Dissolved Solids (TDS) field reading of 1530 mg/L. This field reading was observed in the first pools of water downgradient from the release point. See photos No. 2 and 3 in the photo log. Through discussion with Mike Perrier, the BIA Field Inspector who responded to the spill at the time of discovery, this observation was at the location where the spill was initially contained with a temporary dam. Calgary Energy, LLC used this location as the catch and removal point for clean-up and flushing operations. I observed no additional spill impacts beyond the location of photo No. 3. All TDS field readings were taken with a properly calibrated, EPA issued YSI Pro 30 conductivity meter. 2 Section III - AREAS OF CONCERN Calgary Energy, LLC/AWFU Cold Springs Battery (OKU002196)(CWA) Inspection Date 01/25/2024 During the closing conference via phone call with Duane Easley, representing Calgary Energy, LLC, I noted my primary area of concern being the elevated TDS field reading observed in the small pool of water. Section IV - FOLLOW UP Duane Easley with Calgary Energy, LLC stated he would have a vacuum truck empty the holes of water where I observed the mildly elevated TDS field readings.
