Several plant managers have expressed concern over the large sums of money required to monitor each plant using outside consulting services for testing and evaluating employee dust exposure levels. As outlined in the attached letter, we can establish our own monitoring program through Kemper which should produce a substantial cost savings and yet keep us in compliance with the law. If this is of interest and we can establish precisely what our needs are at each location, I will get together with Mr. Odom and get established our individual plant needs and costs so we can better evaluate what savings and services could be available through this program. It is suggested that an initial Industrial Hygiene Study be con ducted in each of your plants by our Industrial Hygienist. The purpose of the study will be as follows: A. Evaluate asbestos exposures. B. Make recommendations to control exposures. C. Establish an in-plant environmental monitoring capa bility using Georgia Pacific personnel. This includes: 1. On-the-job training of the Georgia Pacific personnel. 2. Recommending equipment to be used and areas to be monitored. D. Conduct a general Industrial Hygiene survey of the plant and evaluate other potential health exposures including noise and dust. The cost of the above studies is based on a $37.00 hourly rate plus laboratory analysis and travel expenses. Since we have Industrial Hygienists located in many major cities, travel expenses will be minimal for most of the plants that you and I discussed. NATIONAL LOSS CONTROL SIRVICC CORPORATION Mr. Jim Hurd March 15, 1974 Page - 2 - At least one full day will be necessary in each plant for evaluat ing asbestos exposures and establishing a monitoring program. Depending on the size of the operation, it may be possible to com plete evaluations of all potential exposures in the plant in one day. A more detailed description of each plant is needed in order to give a more accurate figure on cost. Based on studies for other clients on operations similar to the ones you described, the cost would be approximately $600.00 (one day for study and one day for travel and report writing time), plus $200.00 to $300.00 for labor atory analysis, plus travel expenses. In regard to you performing your own monitoring, we will provide you with necessary sampling media and laboratory forms. The labor atory work will be based on $15.00 for each asbestos count. I would like to point out that our laboratory is Accredited by the American industrial Hygiene Association. We can rent you pumps and send them to each of your plants for the periodic monitoring at a cost of $25.00 per week per pump. However, should you decide to purchase your own pumps (approximately $250.00 each) our Lab can calibrate them for $30.00 each. There are many various ways that we can design an Industrial Hygiene program for you depending on your needs. You indicated that you will be in Chicago during the second week in April. Perhaps we can meet and work out the details for a program for you at that time.
