Debarnardi Dear Sir: For the past year, we at Olin in Beaumont have attempted to correct situations of spilled spent acid that was loaded into our tank cars by customers. Partial success has been obtained through correspondence and phone calls. I am asking your help in reducing these incidents where injury end property damage are most likely. The lastest incident involving your'company was on April 5, 1977, when tank car GATX 71063 had acid spilled from the dome in the Man chester yard in Houston. Investigation has revealed that the dome lid was not fastened, gasket missing, vent valve assembly installed on unloading eduction pipe, rupture disc blown and eduction pipe cap installed on vent valve assembly. In November and December of 1976, I called attention to inappro priate leading procedures in existence at your facility and sent check sheets for clarification and or usage to ascertain adequate loading procedures. I am taking the liberty of enclosing a copy in case you might find it beneficial.
