Attached are the results of the Asbestos monitoring done on F. R. Creech and R. E. Raines on May 2, 1986 in building 791. The Asbestos was removed from a duct overhead of a newly installed doorway in the east end of the building. After the Asbestos was removed, which was done after hours, the insulation was replaced with fiberglas which covered all of the duct that was exposed.
Mr. Creech and Mr. Raines were equipped with disposable dust mask, coveralls with headcover, and boots. Water was used to minimize airborne fibers, the area was barricaded and signs were posted for the asbestos hazards. Mr. Creech and Mr. Raines placed plastic and paper onto the floor and did a good job of cleaning up the area.
The sample results indicate that F. R. Creech's exposure level was well below the permissible exposure level of 2 fibers per cc of air, established by OSHA. However, the personal sample collected on R. E. Raines was very close to the action level, which is 1 fiber per cc of air, eventhough it was averaged over an 8 hour period. A Time Weighted Average (TWAg) was established based on their knowledge that there was no exposure to Asbestos before or after the monitoring period. If this job had been done over a more extended period of time, overexposure may have occurred. From observations we think this occurred because Mr. Raines had to climb above the ceiling level, therefore he was in a very confined area.
The area samples, taken just outside of the barricaded areas during stripping and cleanup, shows that a very small amount of Asbestos fibers became airborne. More area sampling was done on May 8, 1986 in the same location and will be reported at a later date.
