Federico Plastering Company was ordered to stop using its spraying equipment after it failed to comply with strict new regulations on asbestos issued by the department ear lier this month. Similar orders were served last week at the World Trade Center construction site and at 2 New York Plaza in lower Manhattan near the Battery. Contractors at those sites then agreed to find a non-asbestos substitute. The Air Resources Department contends that evi dence shows exposure to asbes tos fibres causes cancer.
