Chemical Manufacturers Association- June 18,1996 Dear Vinyl Chloride Health Committee Members: The following items are enclosed for your review and discussion on the next conference call: 1) conference call availability calendar; 2) record of the May 9,1996 conference call; 3) section 4.1 of the Agency for Toxic Substances and Disease Registry's (ATSDR's) Toxicological Profile for Vinyl Chloride. Please review pages 137 to 140 critically to determine whether data on facilities, production volume, ui and uses are accurate for your company. ATSDR will continue to accept new and pertinent data even though the comment period officially has lapsed as the toxicological profiles are periodically updated; 4) summary of May 23,1996 Federal Register notice regarding methodology for the derivation of Minimal Risk Levels (MRLs) for priority hazardous substances by ATSDR. MRLs for a particular substance are published in the ATSDR toxicological profile for that substance. The purpose of this notice is only to inform interested parties of ATSDR's internal guidance for deriving MRLs. The ATSDR MRLs for vinyl chloride for acute, intermediate, and chronic exposures are listed on page 25881 of the Federal Register notice. The Health Committee members should review the methodology and derivation of vinyl chloride MRLs and provide comments to ATSDR if derivations are not justified because of flaws in the methodology; 5) / letter to Has Shah from Mark Gruenwald describing and ILSI project that will v use Vinyl Chloride as a case study to determine how genotoxicity data should be used in cancer risk assessment. I will follow-up with ILSI on the project and will report on it during the next conference call; 6) comments by Dr. Harvey Checkoway on Dr. Carlo Tamburro's brain cancer study protocol; and. 7) copy of "Addendum Health Risk Assessment of Ambient Fugitive Vinyl Chloride Emissions from the Class I Unit of the B.K.K. Landfill, West Covina, California" from the California Environmental Protection Agency (CalEPA) Office of Environmental Health Hazard Assessment.
