I want to let you know that I thought your remarks to EPA staff were perfect. They reflected the thoughts that I wrote you about last week. The more you establish yourself with the EPA bureaucracy as a warm, thoughtful human being who believes in the EPA, but simply wants to follow the law and its actual mission, the more outside hate groups will fade away. At least in my experience, people put what we know in person over what we might be told to them by outside parties. I thought of simple way to explain one of your basic points. Some might want the EPA to print special dollar bills with the words "Help Prevent Air Pollution" on them. Such an effort might be an effective way to spread that message. But the EPA is not authorized by statute to print dollar bills; it can only accomplish its mission through ways in which it has been authorized by statute passed by Congress I hope we can have our dinner or meeting soon. Again, I realize your schedule is jammed. Here are some additional quick thoughts that you may have already processed. <!--[if !supportLists]-->^ <!--[endif]-->Go to meet SES bureaucrats in their office. Listen, exchange thoughts, and just be yourself. You are a very engaging human being, let them see that. Talk a little bit about baseball when you think appropriate. <!--[if !supportLists]-->^ <!--[endif]-->If possible, do not have a picture of the President in your office. <!--[if !supportLists]-->^ <!--[endif]-->If possible find another alternative office that is closer to the bureaucracy other than the office of the Administrator, in many agencies the head person is on a separate floor in an isolated area. This is not good for building bridges with those who work at the Agency <!--[if !supportLists]-->^ <!--[endif]-->If you have meetings at the White House or in other important places, if possible always take a senior bureaucrat with you. They may not seem like they like it, but they do. I would be pleased to meet in your office or wherever for whatever time. Your situation so reflects what I faced many years ago that I feel it a privilege to be at least a little help. Lastly, I noticed that you shared with Kim Strassel that you would stop the EPA practice of "sue and settle." You and I have discussed this. Perhaps we should support legislation to block that practice anyway (it will be easier to pass now) to prevent it from ever coming back again. Your thoughts?
