Section I - INTRODUCTION
CapturePoint, LLC/South Burbank Unit R Battery Inspection Date 03/16/2026
PURPOSE OF THE INSPECTION
EPA Region 6 inspector Matthew Allen arrived at the CapturePoint, LLC / South Burbank Unit (SBU) R Battery (EPA ID No. OKU002200) at 3:00 PM on 3/16/2026 for an announced inspection. This was an EPA inspection in response to a National Response Center Spill Report (NRC No. 1457169) which was received by EPA Region 6. The inspection was conducted by the authority of the Clean Water Act (CWA) to determine compliance with Environmental Protection Agency (EPA) regulations. There was no other federal, state, or local agency representatives present at the time of the inspection.
FACILITY DESCRIPTION
EPA conducted an inspection at the CapturePoint, LLC South Burbank Unit, R Battery, where an equipment failure resulted in the release of a company estimated 10 barrels of oil and 500 barrels of saltwater. The released fluids migrated west along a drainage feature approximately 500 feet before spilling into braided side channel Little Chief Creek. The company estimated less than 2 barrels of oil and less than 100 barrels of saltwater impacted Little Chief Creek.
Section II - OBSERVATIONS
I observed the release point of the spill (see Appendix 1, Photo Log) Photo No. 1, which was a steel production flowline which failed due to corrosion, releasing a company estimated 500 barrels of saltwater and 10 barrels to the land surface. At the time of the inspection, the failed flowline was repaired and the facility was returned to normal operation. For GPS location information and additional meta data, please see the photo log.
I observed the overland flowpath which migrated west from the release point. Along the flowpath, I observed a pile of oil stained soil which was being scraped and removed from the area. See photo No. 2.
I observed cleanup and "flushing" operations along the impacted tributary of Little Chief Creek, see photos No. 3 and 4.
I observed the Point of Entry (POE) into a braided side channel of Little Chief Creek. See photo No. 5.
At the POE into Little Chief Creek, I observed a TDS field reading of 13,036 mg/L. This was the highest TDS level observed during the inspection. See photos No. 6 and 7.
I observed the bed and bank features of the side channel of Little Chief Creek, with a view from the POE, looking WSW along the side channel toward the main channel of Little Chief Creek. See photo No. 8.

I observed a TDS field reading of 539 mg/L in the side channel of Little Chief Creek, just before entering the main channel of Little Chief Creek. This was the last observed spill impacts. At this same location, I observed a floating, oil-absorbent containment boom installed by the operator to prevent downstream migration of spill impacts. See photos No. 9 and 10. I observed the bed and bank features of the main channel of Little Chief Creek, downstream from the last spill impacts. See photo No. 11. I observed a "background" TDS field reading of 407 mg/l, upstream from the spill impacts, in the main channel of Little Chief Creek. This observation should be used when establishing background TDS levels for the area. See photos No. 12 and 13. Section III - AREAS OF CONCERN The primary areas of concern included the overland flowpath impacted by brine/oil, the impacted unnamed tributary, and the elevated TDS observations immediately near the POE into the side channel of Little Chief Creek. Section IV - FOLLOW UP Inspector will follow up via phone calls and site visits as needed until the impacted area is restored to "pre-spill" condition.
