Sanborn visited the Weiser-Brown Operating Company oil and gas facility located at latitude 33.536028 and longitude -93.389768 near Bodcaw, Arkansas on 11/07/2019 for an unannounced inspection. There were no representatives of Weiser-Brown Operating Company present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Bodcaw Kilpatrick Unit tank battery and is located in the Bodcaw field. Section II - OBSERVATIONS The facility had low berms on the secondary containment of the tank battery. I observed that the oil storage tanks were seeping oil during the inspection. I observed that the drain valve on berm built around the separator was open during the inspection. I observe a hose used for siphoning was on the berm built around the salt water storage tank. Section III - AREAS OF CONCERN The facility had inadequate secondary containment, including an open drain valve. And there was oil leaking from the storage tank. Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA SPCC program and conduct a follow up inspection in approximately 6 months.
