Life Support System Task Force - Stacy Stacy reported that the group met July 8 and set August 5 as the target date to have the purpose and scope defined. The task force recognizes the complexity of their assignment and the need for intensive effort to meet the September 1 target for completing the procedure. B. Cylinder Storage Task Force - Tissue Tissue presented a draft of the proposed bulletin to the coranittee. Tissue will review minor suggested revisions with the task force and the bulletin will be placed in P-Bulletin format and be circulated for approval. C. Flammable Drum Storage The task force held their first session earlier this week and is reviewing background material. September 1 is target date for completion. RELIEF VALVE REPAIR PLANS - Hebert Hebert reported that he is continuing to collect data from Production departments concerning RV repairs. A questionnaire is being prepared to obtain additional information about the adequacy of our control system for RV checking. The questionnaire will be issued as a SHAC Action Request. COOLING TOMER PUMP GUARDING - Lacy Lacy reported that cooling tower owning departments were taking action to see that cooling tower pumps meet OSHA guarding requirements. SC 13484 LAWI014704 SHAC MINUTES - 7/9/76 -2- July 12, 1976 NO SMOKING CAMPAIGN - Glass A request has been received from Lawrence Hogan and the Hourly Safety Committee for consideration of a plant wide program to reduce the number of smokers, and to reduce the exposure of non-smokers to air containing cigarette smoke. Mr. Hogan provided the committee with much factual data, brochures, and copies of programs being conducted by Gther companies. The members of SHAC will review the information he supplied, discuss his proposals and provide him with some feedback on the action that will be taken on his proposal. EPP PLAN - Glass The committee reviewed previously some concerns that had been expressed to the members about the Emergency Procedure Plan. The discussion generally covered concern about the actual conducting of the procedure plan compared with the "on-paper" or expected performance of the plan. The primary focus of concern from people in the plant dealt with personal protection from spills, reaction to alarms, communications with alarmed or unannounced emergencies and methods of activating the plan when out-of-plant emergencies arise. Arnold Glass and Jack Carlisle will arrange an agenda for a joint review by the PMSB and SHAC on the Emergency Procedure Plan. PLANT NEWS SAFETY ISSUE - Lacy Lacy reviewed a statement he had prepared for a special issue of the "Plant News". He also stated that he had reviewed most of the copy that Charles Goode intends to use in this special issue. It is expected to be completed by the first of August. PLANT HOUSEKEEPING INSPECTION STATUS - Stacy Preliminary plans and preparations were reviewed as follows: (1) Gene Stacy presented plans for the presentation and the tour guides for the annual housekeeping inspection. These were approved by the committee. (2) Lacy proposed that in lieu of a general meeting, SHAC members hold meetings with each department (Gen. Jones SC 13485 LAM014705 SHAC MINUTES - 7/9/76 -3- July 12, 1976 In these meetings, Lacy proposed the following outline: - Review of housekeeping inspection theme - Guest inspection results for spcific area and corrective action taken - Pro and con discussion about safety visibility, NASA program - Review of tentative tour plans and technique for conducting inspectors through area - Possibly a "canned" video tape presentation by Brubaker would be appropriate to kick off the session. This should be done approximately week of August 16. (3) Guest inspection week of August 30 with emphasis on corrective items requiring maintenance and items not in compliance with plant procedures being developed. (4) A special Plant News Housekeeping issue with emphasis on good (bad?) housekeeping practices. Principal impact will be by photographs. More details on this special issue will be developed at the next meeting of SHAC. (5) Departments to have individual plans issued (including tour guide assignments) by ^ September 17. We would like to have Unit/Craft Representatives and Contact Supervisors, and Hourly Safety Committee members present when the inspection committee appears. (6) Guest inspection week of September 27 utilizing tour guides scheduled for Corporate Inspection if possible. (7) Final last minute unannounced spot inspections late in week just prior to inspection, principally to check items already reported and overall impressions. These dates would be subject to change based upon actual inspection date. ROLLING SIGNS - Tissue Tissue reported on the availability and cost of the rolling signs. Loss Prevention and Safety will take it from here. OFFICE SAFETY COMMITTEE Chuck Yoas has been appointed to the OSC as chairman. The new OSC sign has been installed on the logo board. SC 13486 LAM014706 SHAC MINUTES - 7/9/76 -4- July 12, 1976 ELECTRIC MOTOR PROBLEMS A new task force has been created to assemble information about nature and extent of the exposure resulting from recent changes in CED standards about motor winding insulation and frame size. The committee members will be appointed before July 22. Clyde Hebert will be the SHAC Member responsible for following the work of this task force.
