G. Mackenzie (proxy for M. Halpern) addressed the General Carnalttee as follows: "Mr. Chairman: "The older members of this committee will recall that once the Division of Refining had Committees on Safety and Fire Prevention. It was found that many of the problems of the Division along these two lines were common to other divisions and, consequently, most logically all Inclusive committees on Safety and Fire Prevention were created to handle these two subjects for all divisions. These committees wore placed under a Department of Safety. I had always believed that the function of these coanittees was to serve the General Committees of the various divisions rather i* a either to direct or bypaea them. The present position of these two committees Is not germane to thla dlscuBBlon. However, about three years ago, a Medical Advisory Committee waB created and plaeed In the Deportment of Safety of the Institute. The nasa alone would I 0. The Advisory Committee advised only the Board of Directors through the Safety Committee of the Board. `Tho Medical Advisory Committee has extended Its activities beyond the original purpose for vhlch it vas appointed and, amongst other things, has Instituted 'Toxicological Barievs.' In the Foreword to these 'Toxicological Reviews' (reprinted September 191(8), ve find the following: 'The evolution of petroleum refining, from a relatively simple process of thermal distillation and acid treat* ment of products to a variety of complex catalytic cracking and numerous othor Involved processes and treatments, hae been accompanied by an ever*Increasing need far accurate and concise Information on the toxic properties of substances handled and ueed In the modern refinery.' Likewise, In the Minutes of the Mooting of the Medical Advisory Committee In Chicago on November 12, 19W , the following action vae taken: 'The Committee votod In favor of sending complimentary copies of API Toxicological Reviews to those state health departments and to Claee A medical schools as may be Included on complimentary mailing list to be prepared by the Editorial Subcommittee. 1 "I have already mentioned, in connection with the work of the Committee on Disposal of Refinery Wastes, the strong probability that ve will bo faced, In tho noar future, with more and more regulations, so that the general distribution of these Reviews to regulatory bodies, or bodlee respective to rogulatory bodies, Introduces a distinct hazard If Incorrect material le Issued, However, in September I9U8, a 'Toxicological Review' on Keroslne vas published, which closes as follows: 'Precautionary Measures: 'There Is an obvious need for educating the public to the dangers Involved In having keroslne about where children can get hold of It. So far ae industry Is concerned, a possible precaution vhlch could be provided would be the coloring of keroslne to render lees likely Its being mistaken far water. It la realized, of course, that even this precaution would not eliminate all cases, ae some children will drink almost any liquid they encounter.' "When one considers tho difficulties, to say nothing of the expense to vhlch the Industry le now put by various colore for various grades of aviation gasoline and motor gaeollno -- to eay nothing of the various state requirements for the coloring of -u tractar fuole -- ono con see vfa&t might be Involved if various states passed legislation assigning various colors to taroslns before It could be narksted. Tims loos not permit discussion of acme of the othar activities., but these activities are all of vital Interest to the refining Industry In the country. "Accordingly, I stove that the General Committee of the Idvision of Refining respectfully request the Safety Casnlttee of the Board of Directors of the API to first refer to the General Committee any and all material is any way dealing vlth or affecting refinery operation or petroleum products prior to giving approval for the publication of this material by the Institute or through other c h a m o i s ." "The motion was seconded by Mr. feConnsll. The chairman of the General Cremittee thanked Mr. Mackenils for bringing the matter to the attention of the General Ccaaltteo and stated that be would appoint a sub* ccanaltiea to study the setter further."
