For a comparison with FY 84 budgetary levels refer to MIS-0i-1.01 issued on 6/1/84. The budget proposed for 1985 does not call for any increase in the level of Regular or Associate member dues revenues. However, a balanced budget is contingent upon closing out 1984 with a fund balance of approximately $43,000. While Staff believes its current year end projections are reasonably accurate, whether they hold up will depend in large measure on the pace of OSHA/EPA rulemaking between now and the end of the year. As a reminder, market share, i.e. domestic shipments of pressure and non-pressure sewer pipe, for the annual period, October 1, 1983 through September 30, 1984, should be utilized in estimating 1985 corporate dues assessments. Please clear your projected dues commitment with management and come prepared to act on AACPP's 1985 budget at the 9"/20/84 Board of Directors meeting. In the interim, should you have questions or encounter problems with management, give me a call. The Chairman being in the chair and an acting Secretary being present. Reading and Approval of Minutes A motion was made and passed, "... that reading of the 7/7/83 meeting minutes be dispensed with and approved as distributed." IIL Review of Agenda The meeting agenda was reviewed and the order of business as set forth adopted without dissent. IV. Report of Officers A. YTD Financial Statement A financial statement for the period ending 5/31/84 was distributed and following review with explanatory comment by the President a motion was passed that '' ... the 5/31/84 financial statement be accepted as prepared and distributed." 2. Membership The President distributed a membership status report, stating that three (3) SAIAC affiliate member companies (Dimatit, Nigerite Limited and Eternite-Philippines) were notified their membership in AACPP had been terminated effective 5/31/84 for non-payment of 1984 dues assessments. C. Staff Report None V. Priority List A. SOP-01-06, OSHA/EPA Rulemaking 1. OSHA The President reviewed the status of OSHA rulemaking underway to lower the PEL for asbestos, stating the public hearing phase would commence on 6/19/84 with A/C pipe sector testimony prepared by Messrs. Ambler,. Mercer, McGinley, Jackson and Wade tentatively scheduled for July 9-10, 1984. 2. EPA A memorandum prepared by the Vice-President outlining AACPP options and recommended action plans for SOP-01-06, Task 2, was distributed for post meeting review. Following a resume by the President of salient points/recommendations contained in the memorandum and after extended discussion on (1) the probability of EPA proceeding with its proposed ban of A/C pipe and (2) the need to develop counterinitiatives in advance of EPA acting, consecutive motions were made and passed "... approving the Municipal Intervention tactic for immediate implementation" and "approving the Market Communications tactic, with the stipulation program implementation would be limited to the preparatory phase pending commencement by EPA of formal rulemaking relative to a proposed ban on A/C pipe." VL Old Business A. SOP-01-01, Municipal Market Program Without objection, the Chairman directed Staff to develop for review at the next Board of Directors meeting a list of target account recommendations for 1985 by canvassing member companies sales personnel as in past years, i.e. 1983,1984. SQP-01-02, State Monitoring Program The President reported Staff was monitoring closely a latent field problem in Houston, Texas which cropped up recently as result of citizen concerns about the safety of A/C pipe. While Staff had offered to intervene, utility officials declined, stating they thought they could contain the problem utilizing the packet of information provided by AACPP. C. California Department of Health Services 1. Permeability of Piping Materials After reviewing briefly the status of the interagency study on water pipe permeability which in all likelihood will commence later this year , in California, the Chairman offered to provide Staff a copy of any information relevant to the study which might cross his desk from allied interest groups. D. Meeting Schedule 1. 1984 Fall Meeting The President confirmed that the 1984 Fall Meeting of AACPP's Board of Directors was scheduled for Thursday, September 20, 1984 in Washington, D.C. The meeting, which will be held in conjunction with AIA/NA's Annual Meeting and Industry Conference, September 18-19, 1984, will be preceded by a senior management meeting on Wednesday afternoon, September 19, 1984. 2. 1985 Annual Meeting Acting on a Staff recommendation, Marriott's Harbor Beach Resort, Ft. Lauderdale, Florida was selected as the site for the Association's 13th Annual Meeting and Industry Conference, March 10-13, 1985. After brief discussion of Marriott's cancellation policy, a motion was made and passed "... authorizing the President to sign the confirmation letter on behalf of AACPP." E. AACPP's Statistical Reports 1. U.S. Domestic Shipments Following limited discussion and without vote, it was agreed that AACPP should continue to report domestic shipments of non-pressure sewer pipe for the balance of 1984. VII. New Business A. Nominating Committee The President stated that AACPP's nominating committee, comprised of Messrs. Ambler and Taylor, would submit their report at the September 20, 1984 Board of Directors Meeting. ii CAPCO JEN 0033281 MIS-01-2.04 B. FY 85 Dues Schedule/Assessments At the Chairman's suggestion, discussion of FY 85 dues schedule/assessments was deferred to the Fall Board of Directors Meeting. Nonetheless, the President was directed and agreed to prepare and circulate to the Executive Committee a proposed FY 85 budget by the end of June.
