Company Ownership: The landfill is owned by Republic Services doing business as National Serv-All (National). Process Description: National is a landfill that accepts municipal solid waste (MSW), construction and demolition (CD) waste, and industrial waste. MSW is roughly 60% of the incoming waste, while CD and industrial waste represents the remaining 40% combined. All waste is comingled. National accepts 2,300 tons of waste per day. The landfill is about 25% certified-closed which includes Unit l (constructed in 1969 with a clay bottom) and Unit 2 (the first Subtitle D lined portion of the landfill). Unit 3 is active and the most recent expansion. There are approximately 40 years of remaining life at the landfill. There is active landfill gas collection throughout all units. There are three blowers and two flares. The first flare was installed in 1996. The second flare was installed in 2014. Gas flow and temperature are monitored on the flares. Toro Energy owns the gas plant on-site. The gas is chilled, compressed, and sold to General Motors for use at its nearby plant. Any excess gas is flared. National operates a leachate collection system as well. Unit 1 has a perimeter collection system and sump pump. Units 2 and 3 have leachate collection piping nndemeath the waste as well as a perimeter collection that is routed to a sump pump in each unit. There is no leachate pretreatment prior to discharge. Approximately 1.8 million gallons ofleachate are generated per month. Condensate is also collected and treated in one of two ozone tanks to remove phenols prior to discharge. Leachate and treated condensate are discharged to the City of Fort Wayne publicly owned treatment works. There are gas collection wells that have higher operating values (HOV) for oxygen and temperature. For the HOV wells, National monitors gas quality and CO2.
