Kieschnick September 19, 1974 OSHA COMPLIANCE PROGRAM - STATUS REPORT FOR WEEK ENDING SEPTEMBER 18, 1974 The following subjects were discussed in the meeting: 1. End of Recovery Temperature vs. VCM in the Resin: The OKC results on end of recovery temperature vs. VCM in the resin were corroborated in R. E. Bailey's report on VCM removal from PVC slurry in the Aberdeen, PVC plant. Bailey's report concluded that the VCM content of the slurry depends primarily on the final reactor temperature during recovery and not on the method of heating. The report also noted that the quality of 5385 resin was not obviously adversely affected by the high recovery temperatures. This verifies results obtained in the Oklahoma City Plant tests. A report on the Oklahoma City test results including a description of the modified recovery technique will be issued within the next reporting week. A two to three day test will also be initiated before the October shutdown to better define any quality degradation and VCM content in the dried resin. 2. VCM "Weathering". A report will be issued within the next reporting week on the results of the preliminary tests for VCM "weathering". 3. Blend Tank and Chem Wash Sweco Vent Stacks: Condensate in the vent stacks for these systems is draining into operating areas. The vent systems must be revised to eliminate this hazard. Engineering will be responsible for a revised design. 4. VCM Efficiency: Although all normal emission sources were sampled by PED in the Oklahoma City Plant VCM yield test run, 35 percent of the reported yeild loss was not identified. It is suspected that a major part of this loss results from the following: a. In transit VCM leakage from valves, valve packing, and fittings in the rail cars. VCM levels above 10,000 ppm have been_detected in the dome before unloading. b. Unloading VCM railcars containing a greater amount of VCM than the amount credited as heel allowance. The Production Dept, will institute a month long program to monitor the weights of all VCM railcars entering and exiting the plant. Process Engineer FTiKtma.............. ........ .......
