Sanborn visited the Bonds Company Production, LLC oil and gas facility located at latitude 33.513673 and longitude -93.052065 near Stephens, Arkansas on 11/07/2019 for an unannounced inspection. There were no representatives of Bonds Company Production, LLC present for the inspection. The inspection was conducted by authority of the Clean Water Act and the Safe Drinking Water Act to determine compliance with the Environmental Protection Agency (EPA) regulations. FACILITY DESCRIPTION This facility is known as the Curry Lease. Section II - OBSERVATIONS I observed that the oil sales line valve had leaks under it during the inspection. During the inspection, I saw the saltwater pump was leaking into a drum, which was also leaking. I observed during the inspection that trees and vegetation were growing up and out of the secondary containment berm. I observed minor surface damage west from the tank battery's secondary containment pit. I saw that the drain valve on the secondary containment pit was open during the inspection and was actively draining. With a calibrated YSI Pro 30 conductivity meter, I took a reading of the fluids coming from the drain valve and I observed that the Total Dissolved Solids was less than 500 milligrams per liter, and it had an oil sheen on it as well. Section III - AREAS OF CONCERN The drain valve was open, and fluids were being released from the secondary containment pit out of the bermed area. The fluids had an oil sheen on them. There was vegetation in the secondary containment area. There were multiple leaks seen at the facility during the inspection from equipment. Section IV - FOLLOW UP EPA water enforcement will refer this facility to EPA SPCC program and will conduct a follow up inspection in approximately 6 months.
