To the bast of Staff's knowledge, this submittal was not made at the prompting of industry representatives- The letter obviously raises the question of whether AACPP should attempt to coordinate a "grass roots" campaign to generate support from other A/C pipe users. This possibility was raised with Kirkland & Ellis in late 1933 anrl will be considered in the context of industry's overall strategy for the EPA rulemaking.
