Hoffman, with his second address of the day, opened the sessions of the Street and Highway Traffic Section at the Seelbach Hotel, telling the delegates that the coordination of state and municipal traffic laws is imperative. ``The motorist's unfamiliarity with the conflicting maze of s.ate regulations causes traffic law violations and accidents," Governor Hoffman said. The only way to remove the difficulty is by inter-state cooperation, he added. He suggested that a group of states in any section of the country might arrive at an agreement to make their traffic laws conform to one definite standard. Such a compact, once initiated, would show such favorable results that nation-wide standardization of traffic laws would inevitably result, he declared. H e also urged that Federal W ork Relief funds be used to make present high ways safer. As measures in this direction he mentioned grade separations, the separation of traffic lanes through divided roadways, and the construction of pedes trian lanes along rural highways. Any reasonable view of the_ 36,000 fatalities from traffic accidents last year and the 800.000 or more personal injuries would seem to warrant an emphatic "No." It is possible, however, to be seriously misled in conclusions based upon averages. For example, we have no adequate knowledge as to whether the great majority of our current fatalities are caused by average normal citizens or by a comparatively small group of persons who are distinctly abnormal with respect to physical, psychological, or social conditions.
