The study that Dr. Jacko of Bendix had run for the Environmental Protection Agency was dicusaed. In that paper Dr. Jacko attempted to quantify the amount of asbestos emissions into the atmosphere from brakes and clutches. That paper provided data that supported the view that the general public FMSI 07303 -11- June 28-29, 1978 is uot subject to excessive exposure to asbestos from vehieular brakes: or clutche:>. The Secretar; advised that :!.:1 1977 i.ir. Comins suggested that individuals write to the Consumer Product Safety Commission as regards recall procedures under the Federal Hazardous Substances Act. The Secretary quoted,from the minutes of the January meeting of the Asbestos Study Committee ,rhere Hr. Ed Fenner of Johns-i.ranville stated .that there r.Jas litigation undert.ray concerning whether aluminum ~rlring in a house is a consumer product. f~so it was noted that there was a survey being made for the Consumer Product Safety Commission by Kearney Associates concerning asbestos-bearing products tihich might emit respirable asbestos and be covered by regulations of the Consumer Product Safety Co~ssion. The Secretary indicated that he would check the status of the Kearney report and advise. 'lr. COl!lins stated that as regards individuals writing the CPSC, that to his knowledge no action had been taken_ by anyone, and that it would be necessary for the Institute to take an active role as regards Consumer Product Safety Commission recall procedures. One member indicated that his comp~y was concerned about the' possibility of Consumer Product Safety Commissionactian and had eiven.serious consideration to the question of recall procedures. It was suggested that the Institute work through the Asbestos Infomation Association to call this problem to the Consu.:ler Product Safety Co'Jiimission! s "attention. Hr. Comins suggested that the Institute seek federal undine to establish such a 1oint raoearch project. Were there anti-trust implications from this type of -research?- Several members indicated that their companies would not contribute either directly oi -indirectly to funding of such joint research. If such a statute ilere to pass in one state it could effectively- -ban asbestos. in. brake linings throughout the- United States. This proposed Hew Jersey statute was abandoned. after it; lias realized that it would just about close down the manufacturing industry in Uew Jersey. __Even if such a ban were feasible, even Dr. Selikoff has indicated that there are controls that can keep a:sbestos . concentrations to non-harmful levels. Redler concerning projects that could effect brakes including such items as longer life friction materials, brake system inspectibility, and the up-srading of both the hydraulic and air brake systems standards. He also discussed ~NA certification requirements and activities of the Vehicle :t:quipment Safety Commission. He noted that the Institute had been in contact ~'lith the DefUise- supply-Ageacy concerning the p~oposed federal brake linittg specif!cadon UHL-361E. _and that th~ Defense Construction Supply Center indicated: that' the~ revision E variation of this specification - callinB for full dyna!liOmeter. tests was not sa~i~fa..ctory-~ They indicated: 1 _ofagreement with the Institute position about the_un~or~ilbility Revision E. The Defense Construction Supply Center is now working on a Revision F which it is hoped tvill include some of the suggestions that the Institute made over the past year. T- In reading 'i!r. Helson 1s report, Hr. Cutler cotmnented on the Quality Control Program '.Jhere he asked for some feed-back concerning H.:.:~..-k of the Quality Control Sub-committee. One member indicated that they had revie~7ed the Institute Quality Control Program and strengthened their o't'm program uith some of the recommendations. Another indicated that they had installed a Quality Control Program featuring recommendations in the Quality Control Program. As Hayes-Albion withdrew from the Institute, the Secretary gathered information for tne report for the year. Hillian F. l1essier ~-1as elected Treasurer at the June 1976 Eeeting. This was the first Uembership Heeting he had been able to attend because of a conflict in 1977. ~!r. !-!easier's report referred to the Balance Sheet and Income Statement for the year ended June 30, 1978. Please refer to Exhibit 3. :le noted that all data had to be preliminary because it '"as based on trial balance figures at April 30, 1978. In essence, the In~ome Statement showed approximately $7,000 income in excess of expenses for the 1977-78 year. lie indicated that expenses would come in about $1,500 under budget. The most significant variances were discussed, A ten year chart showing 8 prior years, figures projected for 1977-78, and preliminary budget figures for 1978-79 was shmm. It. was noted that the number of Active Eembers has leveled off or decreased sliBhtly, while there has been a substantial increase in the ntll'lber of Regional llembers. Annual fees have not been increased since 1971. In summary, the ~reasurer indicated that the Institute continues in healthy financial shape.
