LING Subject: W ell Water P o llu tio n Woodbury Township Dump Site Area May 5, 1966 M I N U T E S OF A M E E T I N G A meeting was held on April 29, 1966, to review the ground water pollution problem in the vicinity of 3M's scrap disposal site in Woodbury Township in Washington County, Minnesota. Those present were Messrs. L. Anderson, W. M. Bennett, J. A. Brown, M. C. Goldsmith, W. P. Jensen, J. C. Juettner, R. 0. Laine, J. T. Ling, R. H. Tucker, J. Verstraete, W. W. Watson, H. J. Wessel, and the writer. On April 18, 1966, Mr. Fred Edlund received a complaint that the water taken from the well on the Herman Schussler farm on the west side of 3M's Woodbury Township scrap disposal site had an odor and a bad taste. A sample of this water collected by the Water and Sanitary Engineering Department after receiving the complaint showed that the water did have a bad taste and odor. However, preliminary chemical analysis of the sample has not indicated what is causing the taste and odor. Following the original complaint another complaint involving well water with a taste and odor was made by Mr. Walterstorff who lives on a farm west of the Schussler farm. Samples of both the Wolterstorff and Schussler well water were taken by the Village of Woodbury to the Minnesota Depart ment of Health for analysis. 3M did not collect any samples of the Wolterstorff water. The state indicated that only the Schussler water appeared to be con taminated. They did not say, however, that the Walterstorff water was definitely not contaminated. Mr. Otto Bonestroo, consulting engineer for Woodbury Township, Indicated to 3M that he felt the BM scrap disposal site was the source of the problem and that 3M should drill new wells for these farms. 3M 0 8 3 9 0 5 3MA00287356 Page 2 Well Water P ollu tion Woodbury Township Dump Site Area May 5, 1966 At the time the taste and odor in the well water was noticed, about 60 drums per day of scrap that cannot be burned at Commercial Chemical Company was being dumped at the Woodbury site. About 15 drums of slurry from the low density maker in the St. Paul Main Plant Area was also being dumped at the site each day. It was decided that this should be stopped immediately and stored until another method of disposal can be worked out. As a result of these complaints Involving taste and odor this meeting was held to determine the approach 3M should take. J. T. Ling indicated that activated carbon filters would remove most of the organic matter in the well water and should correct the taste and odor. He pointed out, however, that the organic matter had a residual health effect and it is not known how much of this material could be consumed by an individual before it becomes a health problem. J. T. Ling also pointed out that test wells could be drilled between the Schussler farm and the 3M disposal area to determine if the 3M scrap disposal area was the source of the problem. As a result of the meeting the following conclusions were made: (1) No test wells are to be drilled at the present time. (2) Laboratory analyses on the well water samples will continue until the cause of the taste and odor is identified. (3) The residents of Woodbury and Cottage Grove Township are to continue to use the scrap disposal site for their dump. 0 0 J. C. Juettner is to contact the village officials and tell them that 3M is trying to determine the cause of the taste and odor in the water and will keep them Informed of the results. He also is to indicate that 3M would be a good neighbor and Install a carbon filter on the well to treat the well water. Mr. R. 0. Lalne is to prepare a waiver to be signed by Mr. Schussler that will free 3M from any liability resulting from the installation of the filters. (5) Engineering is to make a topographical survey of the Pine County property and prepare plans and specification for the development of a scrap disposal area on this site as soon as possible.
