Based on the flash point tests specified in 49 CFR 173.115(d)(1) is it necessary to run these flash point determinations by a Tag Closed Tester for certain or all products as well. Would you please review this and let me know which test method is required. It is my understanding that there can be significant differences for flash point numbers run by TCC and PM for the same product.
