The oil will be delivered via pipeline to the Phillips 66 refinery in Westlake, La., a DOE spokeswoman said. Since last week, Harvey has forced the shutdown of 20 percent of offshore oil production in the Gulf of Mexico and up to 500,000 barrels per day of onshore output in Texas. "The Department will continue to provide assistance as deemed necessary, and will continue to review incoming requests for SPR crude oil," a DOE spokeswoman said.
