Smith Secretary and Manager Lead Industries Assn., Inc. 292 Madison Avenue New York, New York 10017 Dear Jerry: Your appointment as Secretary and Manager of LIA has just come to my attention, and I want to take this opportunity to extend my congratulations on your promotion. Certainly it comes at a time when the problems af fecting industry are increasing at an alarming rate, thus -- you have a real challenge ahead. Good lluck. Incidentally, you may be aware of the two proposed ordinances, presently pending before the Chicago City Council, which would seriously restrict the use of lead in our products (down to 0.03% by January I, 1973) and re quire substantial additional labeling. We are most concerned about these unreasonable and unnecessary proposals, and we are urging our members in the Chicago area to do all possible to have these proposed ordinances rejected or, at least, modified so as to be made more practical and realistic. Since the present language is not limited to lead-based paints, but would ex tend the prohibition to all "lead-based substances," we thought you would be interested in our plan of action. Accordingly, I am enclosing for your information a copy of the material we are mailing this week to our Chicago members and others on whom these proposals impact. Your assistance would be most welcome. Sinoerely, JMM/ew ends. LIA25065
