Na"ative Description and Process Flow Schematic:
3M Company utilizesa process known as Simons Electro-Chemical Fluorination (ECF) to synthesize organofluorinemolecules. In thisprocess,organicfeedstocksaredispersedinliquid,anhydrous hydrogen fluoridea,nd an electricurrentispassedthrough the solutionc,ausingthe hydrogen atoms on themolecule tobe replacedwith fluorine.The predominant components ofthe productscreated by thisprocesshave the same carbon skeletalarrangement asthe feedstockused,but with allofthe hydrogen atoms replacedby fluorine.However, fragmentationand rearrangementofthe carbon skeletoncan alsooccur and significanatmounts of cleaved,branched and cyclicstructuremsay be formed. The degree of fluorinatioonfthe organicfeedstockisalsodependent upon the specific carbon chain lengthof the feedstockand parametersofthe ECF processsuch as electricaclurrentand the lengthof time the processisrun. Itispossibleto synthesizefullyfluorinateodr perfluoroorganic molecules where allofthe hydrogen atoms ofthe hydrocarbon feedstockhave been replacedby fluorineatoms. Using theseperfluoroorganimcolecules asbasicbuildingblocks,unique chemistries can be createdby furtherreactionswith functionalizehdydrocarbonmolecules.
3M has produced sulfonylbased fluorochemicalscommercially forover 40 years using the ECF process.A basicbuildingblockof such productsand the highestproductionvolume fluorochemical 3M manufacturesisperfluorooctanesulfonfylluoride(POSF). The startinfgeedstockforthisreaction
is 1-octanesulfonyflluoride. (Reaction1)

The electrochemicalfluorinatiopnrocessyieldsabout 35%-40% straighcthain(normal)POSF, and a mixtureofbiproductsand waste of unknown and variablecompositioncomprised of the following:
1) higherand lowerstraight-chhaoimnologs,i.e.n,-CnF2n+lS02Fe,.g.C,6Fl3SO2FC,7Fl5SO2F, C9Fl9SO2F whichcompriseabout7% oftheprocessoutput
2) branched-chain,perfluoroalkylsulfonfylluorideswith variouschainlengths,about 18-20% of the output
3) straight-chaibnr,anched,and cyclic(non-ftmctionalp)erfluoroalkaneasnd ethers,which comprise about 20-25% of the output
4) "tars"(highmolecularweightfluorochemicalbyproducts)and otherbyproducts,includingmolecular hydrogen, which comprise about 10-15% ofthe output.
Because of slightdifferencesinprocessconditionsr,aw materialsa,nd equipment,the mixture produced by the electrochemicaflluorinatiopnrocessvariessomewhat from lot-to-loatnd from plantto-plantT.he productthatresultsfrom electrochemicaflluorinatioinsthusnot a pure chemical but rathera mix of isomers and homologues. The commercializedPOSF derivedproductsare a mixture of approximately70% linearPOSF derivativeasnd 30% branched POSF derivedimpurities.

During production,byproductsand waste productsareformed. The volatilweaste products,such as perfluoromethaneh,ave been ventedtotheatmosphereinthepast,butplansarebeing implemented to captureand destroythesereleasesby thermaloxidationoverthenextfew years.The tarshave been landfilleidna hazardouswaste landfililnthepast,butareallcurrentlbyeing incinerateadtan in-houseor externalhazardouswaste incineratorT.he byproducts,many of which areincompletely fluorinatewdithhydrogen atoms stilplresentc,an be recycledback intotheECF processorare partialldyegradedin stabilizatipornocessesand dischargedtocontrolledi,n-house,wastewater treatment systems. The treatment sludge associated with the ECF process has been either landfilled
or land-incorporatedin thepast,but allof thistreatmentsludgeisbeing landfilleodff-sitesinceearly
1998.
POSF isitselaf commercially viableproduct,but isprimarilyan important intermediatein the synthesisof substancesused in many other 3M fluorochemicalproducts. The majority isused to produce functionallyderivatizedfluorochemicalsand high molecular weight polymeric products.
Unique chemistriescan be createdby derivatizingPOSF through the sulfonylfluoridemoiety of the molecule using conventionalhydrocarbon reactions.POSF isreactedwith methyl or ethylamine to produce eitherN-methyl or N-ethylperfluorooctanesulfonarnid(eMEFOSA or ETFOSA). Some of the MEFOSA and ETFOSA isisolatedto be used as intermediatesto be reactedto form othermaterials. The majority of theMEFOSA and ETFOSA isnot isolatedand subsequentlyreactedwith ethylene carbonateto form eitherN-methyl or N-ethylperfluorooetanesulfonamido ethanol.These arethe principalbuildingblocks of the 3M product lines.

CAS number754-91-p6e,rfluorooctanesulf(oRn-aSOm2iNdHe2), isasmalulndesirbeydproducotf the reactionof POSF with methyl or ethylamine because of the presence of a small amount of ammonia (NH3) in the methyl or ethylamineraw material.Perfluorooctanesulfonamide isnot produced fora commercial purpose. This chemical ispresentin very small amounts (0.1% or less)in the variousPOSF based intermediatesproduced by 3M. Itcan theoreticallbye presentin final3M products but iscurrentlymonitored only in 3M FDA regulatedindirectfood additiveproducts.Itis present at approximately 0.01% in the latterproducts.
