Dear Ed: Over the last two years, we have had a number of customer complaints regarding bond failures on FMSI #7808 (7142) -D225. This is one of the medium/heavy duty hydraulic disc brakes used on some GMC, Chevy trucks and buses, as well as IHC (Navistar) buses. The problem we have seen is isolated to the bus application. Since we only market these parts, and have purchased them from a variety of sources, the failures have come from a variety of manufacturers. The problem seems to be vehicle or application-related rather than material-related, in that the same compound in other similar part numbers does not seem to have this problem. In talking to several manufacturers, it appears that this problem real and does not just occur with our customers. In fact, I have attached a copy of a letter from the Minnesota DOT regarding this exact problem. is I would like to know if you can contact the other brake lining manufacturers to determine if they have experienced the same type of bond failures with this part. ' Dear Mr. Kaufman: The U.S. Environmental Protection Agency (EPA) is studying non-asbestos asbestiform minerals and those materials which may be asbestos substitutes as potential hazardous air pollutants under Section 112 of the Clean Air Act. Kevlar has been identified as a potential asbestos substitute and has morphology and size dimensions similar to asbestos. A preliminary assessment of emission and source characteristics combined with known health effects has indicated the potential for public exposure to levels of Kevlar which affect health. As a result, the EPA is gathering additional information on Kevlar that will be used to further evaluate production, emissions, and exposure. Based on the results of this evaluation and other information, the EPA will make a decision as to whether regulatory development is warranted. This letter is to request information about process and fugitive Kevlar fiber emissions for the Kevlar friction products plant(s) located in Lawrence, Massachusetts. The list of questions is found in Enclosure 1. We are sensitive to the amount of labor required to respond to this request; therefore, we have limited the request to those data necessary for our study. We do not expect you to generate any new data or perform process or emission testing to complete this request. Also, you may respond "not applicable" to questions that do not apply to your plant(s). Some of the information obtained may be shared with the EPA's Office of Toxic Substances (OTS) for use in their industry project(s) concerning durable fibers. The authority for EPA's information gathering is included in Section 114 of the Clean Air Act (42 U.S.C 7414). Enclosure 2 contains a summary of this authority. If you believe that disclosure of Information we request would reveal a trade secret, you should clearly identify each specific item as discussed in the enclosure. Any information subsequently determined to constitute a trade secret will be protected under 18 U.S.C. 1905. If no claim of confidentiality accompanies the information when it is received by the EPA, it may be made available to the public by the EPA without further notice (40 CFR Part 2.203, September 1, 1976). (Lawrence, MA)(=FMI) is operating as a sep arate entity, at least until now. Carmen Matti of FMSI report to John Geffen, of Grey-Rock-Lipe, the Heavy Duty end of the Echlin Brake. There was a heavy duty section to P.T. which is now FMI. Auto Friction was the light duty. This became the Hugo Schwarz unit (Interfriction?). This will be separate. Auto Friction made both disc pads and drum linings. He states there is the possibility that FMI will be closed and its equipment and some personnel transferred to other operating units. January 13, 1987 Mr. Steven Doyle Friction Materials, Inc. 17 Shepard Street Lawrence, MA 01842 Dear Steve: I now have sufficient ballots returned by the Membership approving the Friction Materials Inc. application for Active Membership. The applica tion was first approved by the Membership Committee and then by the Board of Directors. I did not get the ballots out to the full Membership until December 24. Approval required two thirds of those balloting to approve, and we have approval of 80%. Friction Materials, Inc. is now an Active Member of the Institute, and has permission for use of the copyrighted materials and the FMS and FMSI trade marks in marketing its friction materials. I will add your name and that of Ed Kaufman to our mailing list for technical bulletins and general Insti tute information. However, there is a problem that came up during the balloting and I would like your help in resolving it. One Director, while voting for approval of this application, qualified his vote because your company is a fully owned subsidiary of Echlin Corporation, and Echlin in turn is the parent of another Active Member - Brake Systems, Inc. The question was whether two companies, both related could have separate Active Memberships in the Insti tute. While I welcome the two Memberships for the fee income involved, it would appear that Echlin Corporation, if it held the Membership directly, could reduce its Membership Fee charges in half. In other words, both Brake Systems, Inc. and Friction Materials, Inc. are paying Membership Dues to the Institute where, if the Membership were in Echlin's name, one Member ship would suffice. While I understand that Friction Materials, Inc. is a fully owned subsidiary of Echlin, and I am aware that Brake Systems is owned by Echlin, I do not know whether those that make the decisions at Echlin wish two separate Memberships or not. Our review of the Constitution shows no language barring two affiliated corporations from having separate memberships. I will be writing a similar letter to Mr. Jim Bennett, the Delegate from Brake Systems, Inc. Should Echlin opt for the,one Membership, we will make a partial refund of the pre payment of the Membership Fee paid with the application.
